2 Transforming Agricultural Research for Development (AR4D) Systems
The GCARD 2010 Road Map Transforming Agricultural Research for Development (AR4D) Systems for Global Impact Average agricultural research investments as a percentage of agricultural GDP in developing countries are 0.58%, compared with 2.4% in developed economies. The CGIAR estimates that to deliver developmental outcomes on the scale required to meet the major challenges that lie ahead and in view of the enormous investment backlog already caused by the under-funding of the past two decades, it will be necessary to triple the global scale of investment in AR4D over the next 15 years.

4 Agricultural Research System Potential for Development

5 AR4D system of the CAC focuses joint efforts on three main goals of agricultural research:
Improving welfare of rural population, particularly vulnerable groups of population, as well as those dependent on agriculture. Guaranteed improvement of the quality, volume and nutritional status of food through the intensification and diversification of agriculture to protect vulnerable and low income groups. Rational use of natural resources and mitigating adverse effects of climate change.

6 CAC Regional Strategy of transforming and strengthening AR4D stipulates to increase investments in agricultural research and innovation: : In the CAC an increase of investments in AR4D of gross agricultural output is supposed to be up to 1% by 2015, by 2025 2% by 2020, 3% by 2025. As result of discussion of the Brainstorm meeting “Transforming National agricultural systems and innovations” be held in Tashkent, Uzbekistan, on 29 November - 03 December 2011, the total investments average in CAC region should not be less 1% by 2025.

9 Donors’ aid coordination
Despite the positive impact of donors’ aid, its effect could be much higher given ensured by coordination of activities. Creating mechanism for coordination and coherence among donors would greatly increase expected outcomes, bridging between segments of agriculture.
