EBSCO has invested in licensing journals with NO embargo that will often not be available via the medical institution’s e-journal collection
ProQuest has invested in embargoed licenses that provide coverage that will NOT be unique to many customer collections
In fact, those customers are likely already subscribing to these journals with no embargo directly from the publisher

The main “unique” titles in ProQuest are: BMJ Publishing, Elsevier Health (including The Lancet), Nature Publishing and NEJM, all of which have embargoes and are often already available via the customer’s e-journal/e-package collection with no embargo
BMJ Publishing’s full text is officially embargoed 3 to 6 months (depending on the title), but is based on the print edition, which is one year behind the electronic, so their embargoes in databases range from 15 to 18 months
Paying for duplication is not cost effective
