1. Our Purpose To regulate the Labour Market To assist the integration of the un-employed into the labour market To ensure compliance through enforcement of all labour legislation Provide protection to the un-employed and the injured Department of Labour Priorities:

Government Outcomes Based on the Medium Term Strategic Framework (MTSF) Priorities, the following Key Outcomes were prioritized to define the DoL’s areas of focus over the next five years: Live long and healthy lives Ensure decent employment for people by facilitating and contributing to inclusive economic growth Create a better Africa and a better world – make our contribution to global relations A public sector capacity that is efficient, effective and worthy of a developmental state Department of Labour Priorities:

8 3. DEPARTMENT OF LABOUR PROGRAMMES: 2010/11
DoL has adjusted its delivery programmes as follows: Administration: DG’s Office; COO, CIO; CFO;HR; Legal; Communications Inspection and Enforcement Services (IES): Compliance standards; Inspections, enforcement and prosecution Public Employment Services: Employer services, Registration & Placement of Job seekers; Special employment for people with disabilities, Productivity promotion and social plan intervention. Unemployment Insurance Fund & Compensation Fund: Provision of Interim relief income in case of job loss or occupational injuries and deceases Labour Policy & Labour Market Programmes: Labour Market programmes; Labour Policy and Research Department of Labour Priorities:

Reduce unemployment by placing people in decent work and contributing to inclusive economic growth Public Employment Services (PES) 1. UIF: Alleviate poverty by providing short-term unemployment insurance to all workers who qualify for unemployment related benefits: The Minister will amongst others talk to: Improve benefits Support investment job creation projects (e.g. IDC) Department of Labour Priorities:

Ensure decent employment for people by protection of rights at work and compliance with labour standards 3. Inspection and Enforcement Services (IES) announcement will cover: Conducting of monthly blitz inspections in targeted sectors to improve compliance Profesionalisation of inspectors Department of Labour Priorities:

Ensure decent employment for people by protection of rights at work and compliance with labour standards 4. Promote sound labour relations (LP&LMP) - Proposed amendment bills: Labour Relations Act (LRA): (Labour broking, sub-contracting and outsourcing) the Basic Conditions of Employment Act (BCEA) :Sectoral determinations and enforcement) the Employment Equity Act (EEA): Strengthening enforcement, reducing reaction times and DG Reviews focusing on JSE listed and MNC’s. Building a Developmental State including improvement of public services and strengthening democratic institutions 1. Strengthening the Institutional Capacity of the DoL (Corporate Services Branch) 1. Filling of vacancies within six months of a post being vacant 2. Increase the capacity and the visibility of the Inspectors of the DoL 3. Phase in the new organisational structure in line with international best practise – ILO Intervention 4. Develop the ICT Strategy of the Department 5. Implement the DG’s Service Line to cater for specific labour enquiries in the 123 labour centres country wide 6. The DG’s Service Line will improve service delivery to our clients and will monitor individual labour centre performance 7. Intensify individual performance management on a monthly basis to ensure objectivity in arriving at either a remedial, dismissal or complimentary action. Department of Labour Priorities:
