2. Background Code Compliance Inspection Services
The Planning and Community Development Department’s Code Compliance Division investigates complaints related to Municipal Code violations (property maintenance, zoning, noise, lighting, private trees, etc.); and conducts proactive housing inspections.
The Code Compliance Division augments its capacity to meet desired customer service standards by utilizing contract code compliance officers on an as-needed basis. Contract resources provide comprehensive support in all areas if code enforcement.

3. Background Code Compliance Inspection Services
Consistent with the City’s competitive selection progress, on January 28, 2015, the City released a Request for Proposals (RFP) for contracted code compliance services that closed on February 17, 2015.
On May 20, 2015 the City awarded a contract to Anderson Penna Partners in the amount of $73,000.
On February 22, 2016, the City Council authorized a contract amendment with Anderson Penna Partners, increasing the total not to exceed amount to $323,000.
It is anticipated that the existing contract amount will be expended by mid-April.

4. Consultant Selection Qualifications of the Firm
Anderson Penna Partners
Firm has officers at all skill levels to address what the City may need
Team managers are located in nearby cities
Firm demonstrated it has highly qualified personnel and the resources necessary to meet our needs (readily available staff trained to meet our high customer service standards)
The officer currently providing service is completing work assignments in a thorough and timely manner
Prior to the original contract (May, 2015), the firm had not previously provided code compliance services to the City.
None of the respondents to the RFP were local to Pasadena.

5. Consultant Selection Recommendation
The proposed contracts amendment is exempt from CEQA per Section (b)(3) General Rule
Amend existing Contract No.22,276 to increase the not-to-exceed amount by $150,000 thereby increasing the total not-to exceed amount from $323,000 to $473,000
To the extent this could be considered a separate procurement subject to the Competitive Selection Process, it is recommended that the Council grant the contract an exemption pursuant to PMC Section (b), contracts for which the City’s best interest are served
