11 THE XYZ AFFAIR In an attempt to prevent war with France, President Adams sent a delegation to France to try and resolve the dispute. French Foreign Minister, Talleyrand, refused to see them, and sent three agents who demanded a bribe and a loan for France. Adams refused, named the agents X, Y, and Z, and urged Congress to prepare for war.
