Champion existing industry proposals to create a reallocation pool for unused volume cap Grow the use of the Risk-Share Program, particularly in collaboration with the Federal Financing Bank Educate Community Development Block Grant (CDBG) grantees about the flexibility and use of Section 108 loans Market HUD’s 221(d)(4) mortgage insurance for new construction projects

Envision Centers will provide support services in the following quality of life categories: Vocational Training Financial Literacy Education & Mentorship Health & Wellness

8 Envision Centers will leverage public/private resources for maximum community impact through MOU partnerships with: Inter-Agencies Non-profits Faith-based Organizations Corporations Public Housing Authorities Housing Finance Agencies State and Local Governments

9 Lift the cap on the Rental Assistance Demonstration
address needs of public housing authorities by leveraging private financing and reducing regulatory burdens Lift the cap on the Rental Assistance Demonstration Create Fund for Public Housing/Funders Committee Identify and reduce rehabilitation costs by eliminating excessive regulatory obstacles

10 collaborate with stakeholders to improve the physical condition of underperforming multifamily housing properties Reform Reform the Real Estate Assessment Center’s (REAC’s) Uniform Physical Condition Standards (UPCS) scoring system to prioritize unit and common area conditions HUD-wide Collaborate Collaborate with REAC, the Departmental Enforcement Center (DEC), the Office of Multifamily Housing (MFH) and the Office of Public Affairs (OPA) on red flag pre-inspections Advocate Advocate for improved REAC inspection technology as it pertains to physical and IT monitoring tools Reposition Reposition failing assets through sales and refinancing

11 promote homeownership through improved marketing of HUD-owned single family properties
Eliminate Region II inventory of HUD-owned single family properties Collaborate with HUD housing counselors to increase the visibility of HUD’s Real- Estate Owned (REO) properties Identify & advertise homes that meet the Section 8 homeownership program – enabling folks to apply their vouchers. Market the Good Neighbor Next Door program that prioritizes first responders, teachers & non-profits.

12 maximize utilization and impact of homeless assistance grant funds in Region II
Establish a joint HUD-CPD & Housing Preservation and Development (HPD) Recapture Rate Task Force to reduce HUD’s recapture rate in special needs & homeless grant funds - from 20% annually to no more than 5% annually. Increase oversight and operational assistance to CPD grantees.
