1 Aeronautical Communications Global Needs Global Solutions
Nicolas Zveguintzoff Assistant Director, Technical/Financial Liaison

2 International Scheduled Traffic
IATA Today Founded in 1945 274 Member Airlines in August 2003 I International Scheduled Traffic 95% of

3 Over 90 Offices Worldwide

4 Present Status Industry
Total losses since 9/11 US$25 billion Expected losses 2003 US$10 billion Loading: Rising – Yield: Falling Airports and Air Navigation Charges US$40 billion annually: Rising !

5 Airlines and Communication
Tool to conduct business efficiently to ensure safety to provide service to the passengers Capacity restrictions in air traffic reduced efficiency passengers satisfaction Increasing importance reduction of separation information need new applications

6 The Basic Needs Adequate capacity/Radio Spectrum Global connectivity
Global interoperability Scalability Support Data/Voice/Video Support for all classes of communication traffic Cost effective

7 How do we get there ? Maintain present voice system
25 kHz 8.33 kHz in case of voice channel shortage Encourage use of data communications for Air Traffic Services: ACARS Satcom/HF data AOA FANS 1/A VDL Mode 2

8 Why no support for VDL Mode 3 or 4?
Proliferation of system solutions No operational advantage versus present Voice and VDL Mode 2 Limited scalability - only option reduce time slots/bandwidth Outdated technology by 2015 Do not provide additional communication capacity

9 How not to proceed Additional capacity ? 2003 2015 2020
VDL Mode 3 VDL Mode 4 8.33 /25 kHz VDL Mode 2 2003 2015 Additional capacity ? 2020 New Operational Concept

10 How to proceed 2003 ITU WRC 2007 2007 2015 Impl. 2020
VDL Mode 3 VDL Mode 4 8.33 /25 kHz VDL Mode 2 2003 Mobile. Telecom Techn. New System Definition. ITU WRC 2007 2007 Standards 2015 Impl. 2020 New Operational Concept

11 Proven Concepts VDL Mode 3 and 4 Telecom Industry Digital systems
Digital voice Directory of services Operation independent from ground station Telecom Industry Channel availability Open channels On demand Addressable voice Bandwidth on demand Scalability Dynamic frequency allocation

12 Incentives Operators that choose to invest should be provided with full benefits of the system not be disadvantaged by those that don’t While recognising the general principles of access and equity to airspace of all users Realisation of early and full benefits will strengthen the business case and motivation of stakeholders

13 Achieving Cost Effectiveness
Sharing infrastructures COTS Limit system options Establish critical mass

14 Recommendations Cleary identify the incentives
Improve global coordination of R&D, trials and operational implementation Seek for a global integrated system solution Closer association with telecommunications industry Encourage data link implementation . Airline Security To close the loop on improved security, IATA developed recommended Security Standards for its Member Airlines. These are based on ICAO Annex 17. These were approved by our Board and adopted by the full membership in mid 2002. Our goal is that all IATA airlines must have a Security Program in place and that program includes these Standards. Our recently launched IATA Operational Safety Audit or IOSA program will audit airlines from an operational security standpoint against these standards.
