1 Training requirements of developing Countries
K N MOHAN, Head Meteorological Training Institute India Meteorological Department Pashan, Pune , Maharastra, INDIA( ) Tele Fax: )

2 Contents Introduction Role of RTC in RA-II region
Courses at RTC IMD Pune. Future Training needs Deliverable services by participants Priorities of RTC as per of WMO- Need for execution Challenges & Opportunities Literature Cited Acknowledgements

3 Introduction Developing countries are more vulnerable for Meteorological & Hydrological Hazards due to frequent occurrence of extreme weather events as Climate is changing. This is due to insufficient resources to adopt Socially, Technologically & Financially at developing countries Training / Capacity building is required to expand the knowledge base and enable developing countries to adapt to climate change

4 R&D is required to understand latest trends in changing weather and climate and converting R&D products into operational Training for better knowledge / predictions. Enhanced support is required for capacity- building, establishing and strengthening NMHS (National Meteorological & Hydrological Services) for holistic development.. Training to stakeholders in all sectors would help them in developing specialized tools required for planning , implementing, adaptation activities and promote action by governments

5 Role of RTC in RA-II region
Identifying and obtaining training requirements of developing countries under WMO in consistence with the guidelines issued by WMO to satisfy general & specific requirements. Introduce Innovative methods of training with state of art training materials for better learning. Designing need based customized training modules. Conducting regular training courses in Meteorology & Hydrology for improved performance skills and strengthening them which are important asset to any organization.

6 Role of RTC (Contd) Periodic reviews including feedback , self-assessment for increased innovation especially in new training strategies and associated products Introduce Blended learning, which is effective combination of online learning and classroom learning for assessing knowledge as well as competency. Equipping Training institute (RTC) with all required Meteorological, allied infrastructure/ materials and skilled staff required for conducting training, providing logistic support, etc.

7 Service Specific Training course Advanced Climate Training (BIP-C)
IMTC(BIP-MT) Four Months AMTC(BIP-M) One Year FTC(BIP-M) Six Months Service Specific Training course One Month Advanced Climate Training (BIP-C) One Year (Future) Regional Training Center ( Pune) Refresher training courses (5 to 10 Working days)

8 Courses at RTC, IMD, Pune . Short term training course (one month duration) Meteorological instruments ,operation, Calibration & Maintenance Effective use of Satellite & Radar Meteorology for Now casting & Forecasting Aviation Meteorology Operational Agro Meteorology Refresher Training courses( 5 to 10 Working days) Numerical Weather Prediction Tropical Cyclones Satellite & Radar imagery interpretation for now casting & Forecasting Thunderstorms & Lightning and Extreme Weather events.

13 Accommodation /Infrastructure
IMD is having excellent ISO certified newly constructed Guest rooms (150nos) for trainees. Good infrastructure facilities at Training Institute are in progress and completing very shortly.. Virtual class room facilities are in progress.

14 Participants’ deliverable services ( On completion of training)
1. Up keeping every aspect of Observational Network 2. Can carry out all Aviation Meteorological Services 3. Can issue General forecast Forecasting severe Weather events. Agro meteorological advisories for sustainable growth Aviation Sector Transportation, Tourism including forecast for Road ways and Railways Health sector Power Generation & Distribution Forecast for Marine/ Ocean services Hydrological services 4. Can deliver Climate Services as per GFCS.

15 Priorities of RTC as per 2016-19 of WMO- Need for execution
WMO integrated Observing System (WIGO’s) Disaster risk reduction (DRR) Global frame work of climate services (GFCS) Scientific research Capacity development Service specific education Works in this regard are already in progress

16 Challenges & Opportunities(Training)
Holistic education and training inclusive of stakeholders, policy level decision makers, are important catalysts for the success of assessing vulnerabilities and planning adaptation. R&D on dynamical models, Converting R&D into training modules also regular mechanism for Converting Research products into Operational training for predicting weather & changes near to actual. Developing need based customized training services for Human & Animal health, Tourism sector, mountain meteorology, Power sector etc.

17 Challenges & Opportunities (Trainee)
Extending observational network including HRD of manpower in widening, induction of new technologies in place of old & obsolete, periodic calibration & maintenance for quality of data for improving accuracy of area specific Weather & Climate services. Improvement of IT & communication/ dissemination in developing countries. Handling versatile data viz. Surface, Upper air, Satellite & Radar data in developing countries. In coming decade at least tenfold voluminous data handling needs technological improvements Providing location specific quantified crop advisories for sustainable crop resilient agriculture. Preparation of Climatic zones for planning the crops & types. Developing Water management plan as per Weather & Climate predictions for maximizing production. Adapting Short duration crops for Climatic zones prone to extreme weather. Over the next decade, there will be more advisory roles for meteorologists in emergency services in order to provide Seamless use of the weather forecasts, Climate services and warnings in protecting lives and property and in improving the economic well-being of countries.

18 Literature Cited IMD Training guidelines /manuals
