WHY A TERRITORIAL APPROACH?
Agribusiness sector is changing (industrialization, globalization, urbanization). Local supply links need to be strong. Place-specific factors (e.g. endowment of natural resources) influence agro-industrial development. Need for a synergistic approach

COMPLEMENTARITY BETWEEN TERRITORIAL AND SECTORAL APPROACHES
Sector-wide policies may be necessary but not sufficient to accelerate agro-industrial investment. Using a territorial approach, policy-makers can have a more comprehensive and synergistic approach to development.

TERRITORIAL TOOLS AND PPPS: A SYMBIOTIC RELATIONSHIP
Both tools share the same objective of investment promotion. PPPs can be a preferred way of launching and implementing an agro-territorial initiative. PPPs are used as a mechanism for the management of some agro-territorial tools.

Territorial planning can help address issues such as globalization, climate change, environmental and social sustainability, regional disparities and demographic change; It improves inclusiveness by improving physical connectivity and the business environment and by strengthening linkages among value chain actors; It enhances food security and nutrition.

HOW TO IMPACT ON DEVELOPMENT OBJECTIVES THROUGH TERRITORIAL TOOLS
Having a clear idea of what will be the impact on development objectives, e.g. improving FSN Considering if the same objectives may be obtained with other, less costly tools Promoting transparent and fair rules of the game Involving all the stakeholders in all the phases of the tool development Conducting sound preparatory work Applying transparent process of land acquisition

4. SKILLS AND INSTITUTIONAL SET-UP NEEDED FOR THESE INVESTMENT TOOLS TO WORK

INSTITUTIONAL SET-UP Investment promotion agency or authority (IPA)
Offer domestic and foreign investors a one-stop- shop for their investment; Keep record of investments registered through their offices. Units or services dealing with private companies set up by the ministry for agriculture (or other ministries) Nation-wide public programmes

SKILL SET NEEDED Public actors should be able to:
Conduct public-private consultation and dialogue; Set out the strategic objectives and strategy; Ensure sound feasibility analysis; Implement sound enabling policy and legal/regulatory frameworks; Provide or encourage enabling investment; Ensure that the resources are available; Ensure support from public sector ministries and agencies, and various jurisdictions; Facilitate movement of goods and trade.
