2. Overview
CIBHS Provides TA Training and implementation support concerning Behavioral Health (Specialty MH and SUD) Practice Implementation, Service System Design, and Workforce Development, Behavioral Health Organizations which:
Facilitate improved outcomes for the recipients of services.
Help Behavioral Health Organizations deliver services successfully, with impact, and in a manner that satisfies statutory regulations and expectations.

5. Consumer Perception Survey Data
Description: Consumer Perception Surveys are administered to consumers who receive face‐to‐face community mental health services from county‐operated and contract providers.
SAMSHA Block Grant Requirement
Objectives:
To develop and conduct a statewide CPS process and aggregate data results.
Fulfill state and federal reporting needs.
Provide data to support statewide, regional and local quality improvement efforts.
Efforts include addressing health equity issues and co-occurring disorders.
Make data reports and analytics available to counties using web-based data system (eBHS) for the purposes of assessing service trends and areas in need of improvement.

6. Fiscal Leadership Institute
Description: The purpose of the Fiscal Leadership Institute is to provide practical training for county behavioral health finance managers and staff statewide that covers in-depth the sweeping changes to health care delivery in California and their implications for behavioral health and integration.
Objectives:
Improve the depth of knowledge and understanding of finance strategies for health, mental health, substance use disorders, realignment, and integration of primary care.
Increase knowledge and understanding of the financial aspects of current and emerging federal and state fiscal policy topics, including the Affordable Care Act.
Increase knowledge and understanding of how various funding streams can work to reduce disparities in access to substance use and integrated care services.
Increase knowledge and understanding of how various funding streams uniquely impact the delivery of mental health and substance use disorder services in small counties.

7. Promising and Evidence-Based Practices Symposium
Description:
A statewide forum to disseminate effective, efficacious, and promising practices, including community-defined evidence practices, to the mental health, child welfare, juvenile and adult probation and education communities in California.
Objectives:
To create a forum for exposure of current and ongoing Practices that support best practice delivery for consumers, children, and families.
To showcase innovations and implementation strategies for the aforementioned practices.
To create a context for networking, shared strategizing and resource management for counties and provider agencies and other entities practicing or considering implementing the aforementioned practices.
Measure the intent of symposium attendees who will consider implementation of an evidence-based practices in the year following the symposium.

8. Local Behavioral Health Boards and Commissions
Description:
The purpose of the Local Behavioral Health Boards and Commissions (LBHBC) Project is to provide trainings to LBHBC members on topics related to understanding their roles and responsibilities and emerging public behavioral health issues.
Objectives:
Increase knowledge and understanding in specified BH topic areas among LBHBC members.

9. Children and Youth Services: TA and Training
Description:
CIBHS, in collaboration with DHCS will assist MHPs and providers in the provision of Specialty Mental Health Services to children and youth, including targeted TA and Training for Pathways to Wellbeing (formerly Katie A.), as well as Continuum of Care Reform (CCR).
Objectives:
Finalize the Medi-Cal Manual for ICC, IHBS and TFC.
Continue to support DHCS in the implementation of TFC Service Model by coordinating and facilitating TFC committee meetings.
Develop a toolkit and review of existing TFC training curriculum to be available for MHPs, FFAs and TFC parents.
Support activities related to the continued implementation of Intensive Care Coordination (ICC) and Intensive Home Based Services (IHBS) by developing an Implementation Status Tool for each county.
Facilitate county collaboratives to increase peer-to-peer learning and information sharing, including dissemination of the TFC Toolkit and resources.
Convene a statewide conference focused on children and youth services in

10. CA Counties Behavioral Health Medical Directors Leadership Training
Description:
The program is designed to promote physician leadership within an integrated health system by addressing quality improvement, multicultural competence, teambuilding, and working to advance a recovery, resiliency and wellness vision.
Objectives:
Build and strengthen the collaborative leadership relationship between behavioral health directors and medical directors.
Identity the role of the medical director as part of the overall clinical and administrate organizational structure extending beyond medication prescribing.
Support the leadership role of the medical director by providing the most current information related to policies, practices and new mandates.
Create a space for medical directors, primary care physicians/leadership, SUD medical leadership and behavioral health directors to dialogue and plan strategies for partnership within integrative health care systems.
Convene three (3) statewide sessions to address the priority issues listed below:
Racial Equity / Cultural Humility – Whole Health Care
Medicated Assisted Treatment for SUD Part II
Psychotropic Medication for Children and Youth
Collaborative Leadership with Behavioral Health Directors - Joint Session addressing strategies for working together

11. Cultural Competency Capacity Building
Description:
The Cultural Competency Capacity Building Project will help County Behavioral Health Departments develop and implement culturally relevant programs that meet the needs of their community stakeholders and satisfy the cultural competence plan requirements of the California Department of Health Care Services.
Objectives:
Increase Stakeholder Involvement
Support MHPs in completing the CCP through training and technical assistance
Help create a Feedback System
Review CCPs submitted by MHPs
Establish a State-Wide Cultural Competence Committee

12. Advancing Recovery: Aligning Requirements and System Needs with What Works for Individuals Served
Description:
CIBHS in collaboration with DHCS will conduct activities to support DHCS’ role in promoting wellness/recovery practices and processes while assuring continuing compliance with State and Federal Regulations.
Objectives:
Increase alignment between DHCS auditing processes and wellness/recovery practices.
Support counties in implementation to link recovery principles with documentation practices

13. Compliance Improvement Projects
Description:
In collaboration with the Program Oversight and Compliance Branch team at DHCS, CIBHS will coordinate the development of training and technical assistance activities focused on improving MHPs’ compliance with federal and state requirements.
Objectives:
Improve adherence to statewide chart documentation requirements by providers of SMHS and other funded services
Enhance county-to-county learning through facilitated discussions and technical assistance in key topic areas (e.g., 24/7 Access Line Strategies, Problem Resolution, etc.)
Improve county MHP compliance with federal and state requirements of the SMHS and other funded programs
Enhance county MHP efforts to improve compliance monitoring results
**Develop an E-Learning Module series on chart documentation requirements

14. Final Rule Implementation Projects
Description:
CIBHS, in collaboration with the Department of Health Care Services (DHCS) will assist the MHPs with local implementation of the Parity Rule and the Medicaid Managed Care Final Rule.
Objectives:
Assist DHCS with state level implementation and efforts to ensure state compliance.

15. County Privacy Training
Description:
CIBHS will provide staff support to DHCS to engage county Mental Health Plans (MHPs) in privacy requirements outlined in county Performance Contracts through targeted training, technical assistance and information sharing presentations to MHPs.
Objectives:
Identify MHP staff responsible for overseeing IPA/HIPAA compliance program.
Develop an understanding of privacy requirements outlined in county performance contracts.
Develop an understanding of California Health & Human Services Agency (CHHS) reporting guidelines (Data De-identification Guidelines).
Create an on-going process to ensure MHP staff receive annual training.

16. Measurements, Outcomes and Quality Assessments (MOQA-3)
Description:
California Institute for Behavioral Health Solutions (CIBHS) in collaboration with CBHDA and the CBHDA MHSA committee, has spent the past two years configuring the eBHS data platform to allow California counties to compare MHSA program results. Prior efforts focused on FSP performance. MOQA Three focuses on:
Outreach, Navigation and Stigma and Discrimination Reduction
Suicide Prevention.
Objectives:
To create an inventory of how each California county collects data for their MHSA programs.
To ensure that data that is collected for the MOQA initiative is available to counties in the form of real-time data reports and analytics.
To provide data to support statewide, regional and local quality improvement efforts.
