2 Importance of R204 for Community Constituency
Who does it cover? all workers and economic units ….. in the informal economy, including own-account workers and those in subcontracting and in supply chains (Clause 4) Four pillars of Decent Work :- - realizing fundamental principles and rights at work - creating greater and better employment and income opportunities - extending social protection (Section V) - promoting social dialogue & collective bargaining Use of public space – recognition of wider workplace definition Roles and responsibilities of different levels of government - integrated policy framework (Clause 10) - coordination across different levels of government and cooperation between the relevant bodies and authorities, such as tax authorities, social security institutions, labour inspectorates, customs authorities, migration bodies and employment services (Clause 12) Underpinned by avoiding the destruction of livelihoods in the process of formalisation, Preamble states: “…….. while ensuring the preservation and improvement of existing livelihoods during the transition”

NEDLAC Community Constituency has put implementation of R204 on DWCP agenda, & secured support of other social partners National report-back workshop on R204 to workers in informal economy in April 2016 by Community and Labour Organised informal economy workers (WCITC) put their demands to Cape Town municipality in annual Informal Economy Summits (most recent in June 2016) Organised informal economy workers in different sectors participated in DSBD’s Informal Economy Summit in mid-2016 to engage with DSBD, DoL & other national government departments on transitions to formality

4 The City We Want - Idolobha esiLifunayo marches led by SAITA provincial affiliates in Cape Town, Durban, Ermelo, Mthatha, Port Elizabeth on 13 July 2016, Polokwane on 20 July 2016 – memoranda of formalisation demands presented to municipalities Responses still awaited !!

5 Waste pickers Waste-pickers engagement with local government on integration into solid waste management systems – City of Joburg and PIKITUP – 17/18 May 2017 SAWPA national pilot projects with Department of Environmental Affairs on integration of waste pickers into solid waste waste management systems – Mooi River, Sasolburg, East London – national workshop coming up on 6/7 June 2017

6 Informal traders ITUP upliftment training by DSBD undertaken by SAITA members and other street traders in all 9 provinces – traders awaiting follow-up SAITA members participated in SADC regional workshop in Swaziland in August 2016 with their organised counterparts from Lesotho, Malawi, Mocambique, Swaziland, Zimbabwe & Zambia to assess the relative progress made by their governments in implementation of R204 – best practices identified were Malawi, Mocambique and Zambia – South Africa, Lesotho & Swaziland were characterised by unilateral implementation approaches

7 FSCC – Financial Sector Campaign Coalition of Community Constituency
FSCC’s 2016/2017 workplan includes strengthening community engagement in the financial sector, by: • Extending access to cost saving opportunities. FSCC draws upon the expertise and knowledge of its network organizations. • Providing targeted information on sector trends, tax and budget issues. FSCC provides communities and leaders with timely and relevant information to make sound strategic decisions.

8 Consolidating and organising
Community Constituency has strengthened its relationships with democratic membership-based organisations (MBOs) of workers in the informal economy as step towards inclusive & participatory implementation of R204 Community Constituency & Labour have cooperated in ensuring the presence and voice of as many sectors of organised informal workers as possible at this workshop
