1 New Actions after the Hokuriku Declaration
Tokyo● ●Fukui ●Tianjin October 27, 2008 Katsumi Kuruba Executive Director The Wakasa Wan Energy Research Center 1

2 16th Northeast Asia Economic Forum
Hokuriku Declaration {Excerpt} (October 26, 2007) “Regarding nuclear energy, Hokuriku is committed to become a base for human resource development to establish nuclear safety technology in Northeast Asia.” 2

3 G8 Hokkaido Toyako Summit Chair’s Summary ( Abstract, Main Point )
“With respect to the long-term goal of achieving at least 50% reduction of global emissions by 2050, the G8 leaders acknowledged own leadership role and agreed to implement ambitious economy-wide mid-term goals.” 3

4 Current Status of Nuclear Generation
・World 435(392,241 MW ) ・Japan 55( 49,580 MW ) 30% of Total Electricity ・Fukui 13( 11,285 MW ) 50% of Electricity in Kansai Region ( Number of Plants in Operation, Jan ) Even after 2030, maintaining or increasing 30~40% of the total electricity generation ( Framework for Nuclear Energy Policy) 4 4

5 Proto-Type FBR Monju ○Has been Dormant since 1995
○Plan to resume operation in Feb. 2009 ○Fukui is expected to become the international center of FBR R&D and creating relevant industries with Monju in core

6 Anticipated Completion Plan of Tsuruga No.3 and No.4
2 advanced pressurized water reactors (APWR), world largest-class of capacity, is going to start commercial operation in 2016~2017.

7 If all Japanese nuclear power plants
were stopped, CO2 emission would ? Coal-fired power plants Increase by 22% Steady and safety operation of nuclear power plant is indispensable 7

8 Energy R&D Centralization Plan (March, 2005)
Nuclear power generation represents an important industry. ・Fukui is one of Japan’s largest energy supply bases. ・It should be more than just a “power production plant”. ・Fukui’s concentration of numerous nuclear reactors in various types should be taken advantage of to the maximum extent. (PWR, BWR, FBR, ATR) Fukui should evolve into a comprehensive R&D centralized region for energy with nuclear power in its core.

9 5 Chief Measures in F.Y. 2008 Contribution to Development of Safety
Technology and Human Resources in Asia Asian Countries Universities ① Formation of Nuclear Safety Training Facility Corporations ②Foundation of Center of Graduate School Widely-Cooperated among Universities Laser Technology Promotion Office ( KPSI ) Reinan New Energy Research Center R&D Project for Next Generation Energy Accumulation of International Research Function Contribution to Local Industries 9

10 Center for Development of Safety Technology and Human Resources in Asia
① Preparation of Nuclear Safety Training Facility The Japan Atomic Power Company initiated the study for preparing the nuclear safety training facility in Tsuruga City, as the base for fostering human resources. The facility will welcome trainees and students from overseas including Asia. March 2009 Decision on the site, functions and scope of the facility 2012 Opening of the facility (Plan) 10

11 Foundation of Center of Graduate School
Widely-Cooperated among Universities University of Fukui started the investigation to found the center of graduate school in Tsuruga City, which is cooperated widely among the universities in Kansai and Chukyo region. This center aims to enhance education and research functions regarding nuclear power with utilizing various resources of research facilities and experienced persons available from such as “Moju”. April 2009 International Nuclear Engineering Research Center (tentative) Aim at fostering human resources and performing R&D at world top-level. 11

12 The thickness of the air layer would be about 1mm,assuming the earth (a diameter of 12,700km) to a 1m sphere. We as well as animals and plants live in this thin layer together. 12
