2 Overview of The Executive Branch
The County Charter Provides for the Structure of Our Government—adopted in 1968 Pursuant to Section 301 of the Howard County Charter The Executive Branch… shall consist of the County Executive and all officers, agents and employees under his supervision and authority. Section 302 states the executive power shall be vested in the County Executive who shall be the CEO of the County and the official head of the County government. …is responsible for the daily administration of government and carrying out the laws passed by the legislative branch of government.

3 Overview (Continued) The Executive duties and powers are limited to:
Supervise, direct and control the offices and departments of the County Government, To present to the Council the annual County budget in the manner and form hereinafter in this Charter provided, To report to the Council and the public at least once a year a general statement of finances, government and affairs of the County.

4 Qualifications of the Executive
The Executive is required to be a resident of the County for at least five years immediately prior to the election, A registered voter and must be at least thirty years of age at the time of his or her election, May not hold any other office during his or term.

10 If the Executive No Longer Meets the Qualification or Is Convicted of a Crime?
He or she shall immediately forfeit his or her office. Temporary absence or disability …within thirty days upon taking office, designate in writing the CAO or other appointive officer to perform the duties of the Executive. Such designation shall be filed with the Administrator of the Council. An Acting Executive shall have the same rights, duties, powers and obligations as an elected incumbent, except the power of veto. Inability to perform duties. for a continuous period of six months, the office shall be declared vacant by the affirmative vote of not less than two-thirds of the County Council. the Chief Administrative Officer shall serve as acting Executive until a new Executive shall be appointed.

12 Operations of the Executive Branch
Consists of 12 Departments. Each Department is headed by a Director appointed by the County Executive and serves at the pleasure of the County Executive. Department heads are responsible for carrying out duties and responsibilities as specified by law.
