Libraries are traditionally neutral in presenting the best content to their users based on professional expertise and financial realities Libraries are paying significant money to purchase or lease content from content providers Libraries are also paying large amounts for discovery systems and investing in significant staff time May 11, 2017

Libraries have always had choice in what content they purchase or lease and how they present this content to their patrons This choice is being taken away by some content providers & vendors – especially those with their own discovery systems Assertion – Libraries have the right to choose the system/platform by which their users discover licensed, paid content May 11, 2017

Extent and quality of metadata Relevancy ranking – results can be skewed to a particular provider’s content – we need to ensure neutral treatment of content Fair and accurate linking May 11, 2017

Libraries have a responsibility to understand and control as much as possible the content neutrality in the discovery system Exclusive deals between content providers and vendors (e.g. Harvard Business Review) Big money is involved… library needs are being ignored and scholarly research suffers on campus May 11, 2017

Metadata is their value; should they give it away? Fear of cancellations due to discovery systems Results merged with no “credit” given for citation & no usage stats. Results not as targeted; metadata searching not as effective May 11, 2017

7 A & I Indexes A& I index providers being pressured for expensive, exclusive deals with aggregators and also being dissuaded from contributing to all discovery systems Question: With the addition of most full-text content from publishers with accompanying metadata, what is the real impact of missing A&I content on success on discovery systems? 8 Your Advocacy Needed Vendors are pressuring publishers, especially A&I index publishers (and Boards), to sign EXCLUSIVE deals for content in exchange for large sums of money. Publishers of full-text sometimes put search of their content behind authentication in discovery systems. Many users do not sign-in. Restricts discovery (and therefore use of their content). Libraries need to organize conversations among all parties and foster collaboration; libraries need to talk directly to A & I index providers May 11, 2017

Define ways for libraries to assess the level of content provider participation and for discovery services to affirm how they use that content Help streamline the process by which content providers work with discovery service vendors Define models for “fair” linking from discovery services to publishers’ content Determine what usage statistics should be collected for libraries and for content providers May 11, 2017

12 Recommended Practice A technical recommendation for data exchange including data formats, method of delivery, usage reporting, frequency of updates and rights of use A way for libraries to assess content providers’ participation in discovery services A model by which content providers work with discovery service vendors via fair and unbiased indexing and linking From Library perspective: Web-scale discovery systems are increasingly important to the work of libraries in service of their users. As these discovery systems become more complex, librarians are less able to understand or explain to their users what content is included or how. The Open Discovery Initiative's recommended practice represents a significant opportunity to understand what is indexed, where it comes from, and how it is used.  Increasing need to ensure that the coverage meets our needs.

Analyze real significance of missing A&I content to the discovery process, as opposed to the perceived impact Work to extend A&I content available through Summon and Primo through the following: Map areas in which the missing A&I content has a greater impact Find ways to collaborate with A&I providers and persuade them to enable their data Recommend best practices and complementing tools that would encourage reference librarians and faculty to maximize the advantages of their discovery systems.
