A 2012 survey of 1,000 adults and 1, year olds found that: 25% of parents did not consider physical punishment of children a form of violence. One third (33%) of parents agreed that “in some circumstances corporal punishment of children is necessary and justified”, 65% disagreed; 38% of parents thought “in some circumstances corporal punishment of children is understandable”. (Karu, M. et al (2012), Monitoring of the Rights of the Child and Parenting, Praxis Centre for Policy Studies) - Next survey „Monitoring of the Rights of the Child and Parenting“ results are published in the end of 2017 (regularity: once in 5 years)

Corporal Punishment was banned by Child Protection Act since (homes, schools, institutions) Renewing of a Child Protection Act in Strategy of Children and Families (previous act since 1992)

Same act: § 36.  Right of child staying in child care institution to submit opinions and complaints (1) A child staying in a child care institution shall have the right, independent of anyone, to contact the person raising the child, the child protection official of the local government of the child’s residence entered in the population register, and the Chancellor of Justice and to submit opinions and complaints thereto concerning the activity of the child care institution. (2) A child care institution shall create conditions which help to ensure the right of the child provided for in subsection (1) of this section. (3) A child care institution shall ensure the independent opportunity for the child to submit opinions and complaints concerning the activity of the child care institution. The child care institution shall record the opinions and complaints of the child and provide immediate feedback to the child thereon. If necessary, changes in the organisation of the everyday life of the child care institution or another important sphere of life of the child shall be prescribed.

Parliament is also considering the reform of juvenile offenders´support system, including closed institutions. So far it was possible to keep „A pupil of a school for pupils who need special treatment due to behavioural problems may be placed in an isolation room to calm down, however not for longer than twenty-four hours.“ It would decrease up to 3 hours maximum by the refreshment of the Social Welfare Act in 2017.

Positive Parenting Programme „Incredible Years“: Preschool Basic Parent and Advanced Parent both Estonian and Russian From 2014 to 2017 by National Institute of Health Development (sub-organisation for Ministry of Social Affairs) co-work with municipalities. Continues. Analysis: Eyberg Child Behaviour Inventory - ; Parenting Scale – and feedback questionnaires + qualitative interviews Results: parents in 5 municipalities finished with the programme 3 times less problems with children 3 times less agressiveness among and against children More skills, less anxiety, better coping mechanisms with different problematic behaviour Strategy, how to continue? Different sub-programs?

Awareness-raising: / „Smart Parent“: articles, videos, study materials, free advice from experts; 2 campaigns: september 2016 and february children discussing about their problems in videos , + street-, TV-, online-campaign. Ministry of Interior National Institute of Health Development

Ministry of Social Affairs, Estonian National Insurance Board – child protection unit Yearly media campaigns: public-,online-,TV-advertising; materials for pre-school and schoolchildren „Karistamine ei kasvata!“ – „Punishment doesn´t Teach“ Calls for parenting advice: 559 calls in 2016 Calls about child abuse at home: 48 calls in 2016 (3075 calls total)
