Humanitarian Assistance Disaster Relief Capabilities and Limitations

2 Mission 2 Hospital Ships 5-Day Activation Primary Mission
USNS COMFORT (T-AH 20) 5-Day Activation Primary Mission Combat Trauma Support Secondary Missions Humanitarian and Civic Assistance (HCA) Disaster Relief Homeland Security Combat Trauma is easy -Get U/W with a hospital and wait for patients to arrive. -Established ROC/POE strategy for accomplishing this mission. Humanitarian assistance is hard -We are writing the book -No established methodology for how to plan and execute the mission -No established personnel requirements -No established supply requirements -Organic ship to shore lift becomes vital -much greater coordination that is required while operating spread out in the littorals. COMMS, security and supply.

4 Comms/IT Infrastructure
NIPR SIPR Separate NGO Network Network Drops Additional computers and improved internet access NGO Internet Cafe COMMS/IT – Pre deployment completion will require concerted efforts of all Working group developing solution for deployment Due to timeline, designs are following installation Funding above the original $1.3M and $400K will require CPF funds and therefore approval for MSC to execute These upgrades are critical for post deployment installation of TMIP and ADNS J NIPR- Replaced aging network infrastructure. Total upgrade/overhaul of the Network. To include new switches/routers/servers etc to prepare us for the upcoming deployment. SIPR- Replaced aging network infrastructure. Included running SIPR capability into the MOC to make it operations ready. Network Drops- Installing 127 new Network drops and will repair 54 network drops to ensure the medical providers have the tools they need to provide the best medical care. Additional Computers - we received 85 computers from Balboa and anticipate receiving an additional 100 computers to meet our expanding needs for electronic medicine. NGO Internet Café- We are setting up both an NGO internet café and an NGO workspace for easy communications and improved access for NGOs to communicate with their families and businesses.
