Global LLL context ASEAN LLL context Policies, Concepts, RVA PROJECT PURPOSE: To support Southeast Asian countries’ development and implementation of holistic and comprehensive lifelong learning approaches that link different sectors and forms of learning EXPECTED IMPACT: positive changes in the region towards inclusive, gender-responsive lifelong learning policies and programmes in line with UNESCO Programme, ASEAN Socio-Cultural Community Blueprint 2025, and SEAMEO Educational Priorities PROPOSAL: April 2015 APPROVAL: December 2015 Funding: 100,000 EUR

5 THE PLANNING MEETING Study of best practices in lifelong learning in member countries Expert meeting to discuss enabling policies, legislation and financing for lifelong learning Online portal for sharing national policies and best practices Publications of best practices and policies Recommendations to be submitted to an ASEAN education leaders summit A set of recommendations on policies, legislation and financing for lifelong learning will subsequently be developed and presented for adoption in the next stage, at a high-level policy dialogue on lifelong learning agenda. Dissemination of best practices and policies in SEAMEO countries (in both English and national languages) Monitoring

7 Component 2: Expert Meeting
Time&Venue: Vietnam, 4-5 October Purpose: to review national reports (11 countries) and the synthesis report to preview the concept of an online portal to agree on a set of recommendations to strengthen regional collaborative activites to review the synthesis report based on country national executive summaries to review the concept of an online portal and other dissemination strategies for sharing knowledge in lifelong learning in the region to agree on a set of recommendations on lifelong learning policies inclusive, gender-responsive lifelong learning policies and programmes in line with UNESCO Programme, ASEAN Socio-Cultural Community Blueprint 2025, and SEAMEO Educational Priorities

10 Component 5: Recommendations
Recommendations at an ASEAN education leaders’ summit, preferably at the SEAMEO Council Conference (3-4) in Indonesia Purpose: to seek the Council’s approval of the necessary recommendations for lifelong learning The recommendations on reorienting national plans for enhancing lifelong learning for all are adopted by Education Ministers of Southeast Asian countries Recommendations at an ASEAN education leaders’ summit, preferably at the SEAMEO Council Conference in Indonesia Purpose: to seek the Council’s approval of the necessary recommendations for lifelong learning

13 Expected outcomes in countries
Multi-stakeholder/multi-sectoral dialogue on lifelong learning initiated and strengthened within and among national ministries responsible for lifelong learning (i.e. basic education, higher education, vocational education) and with other public and private stakeholder organizations that are involved in the development and implementation of lifelong learning policies and strategies.

14 Expected outcomes in countries (contd.)
Successful policies and practices in lifelong learning identified, analyzed and summarized in national reports. Impediments and possible government responses to improve equity and quality of lifelong learning identified. Lessons learned from experience in other ASEAN/SEAMEO countries.

Regional recommendations for policy and programmes promoting lifelong learning drafted for sharing and consultation in regional policy-making fora. An online knowledge sharing platform on policies and practices in lifelong learning created.

Documentation(s) on critical factors for the development and implementation of holistic and comprehensive approaches towards lifelong learning published and disseminated.

19 Implementation Problems: slow communication at times, late submission, difficulty in data collection, insufficient information from summaries

20 Implementation Advantages: strong support from Governing Board, esp. Madam Chair, strong support and effective coordination from UIL, kind support from regional partners (DVV International, NILE); dedication, industriousness, expertise of consultants
