9 Registration Screen Changes
Due to the consolidation and movement of data items within the Registration module, a new Barriers tab has been added for data collection. As the MAERS Team develops additional needed WIOA changes, some tabs will be removed at a future date. An updated power point on the Registration Module will be released at that time. Details on the Barriers tab are shown on slide 6.

Demographic Tab One new required data field has been added to the Demographics tab labeled Veteran. Note: Please refer to the Adult Learning Plan Technical Assistance Paper for definitions of the field elements.

Entry Status Tab All supplemental characteristics have been moved from the Entry Status tab and relocated to the new Barriers tab shown on slide 6. What remains are the educational and labor status at entry into the program. The dropdown selection for each have also been updated as shown below. Note: Please refer to the Adult Learning Plan Technical Assistance Paper for definitions of the field elements.

Barriers Tab The Barriers tab is new. Many of the data items have been moved from the Demographics and the Other tab. All new fields have been highlighted in pink. The required fields are in alphabetical order and follow the flow of the ALP. Cultural Barriers: If yes is selected, then a text box appears to note the type of cultural barrier. Note: Please refer to the Adult Learning Plan Technical Assistance Paper for definitions of the field elements.

15 Q & A Regarding new data fields
Q: Do I need to update registrations that I have already entered into MAERS for the program year? A: If you gathered the information using the new ALP, you can update the registration. If you did not collect the answers for these fields, please update the participant’s ALP and enter the information into MAERS before the end of the program year. Q: What do I do for registrations that continued from last year? A: Copy the front page of the 2016 ALP and complete the new highlighted fields. Attach this page to the 2015 ALP and completed 2016 ALP Addendum. Enter the information into MAERS before the end of the program year. Note: Keep in mind that you will not be able to update a registration without completing these new required fields. The appropriate errors will display until all required fields are completed. Answer ‘No’ for any 2015 registrations requiring updating which exited as of June 30, 2016 or before.

20 Training Materials MAERS Manual - Will be updated as soon as possible as changes take place but will remain on the website Training Videos – Will be removed from the website until complete updates can take place Listserv s – Be on the look out for short training power points to be sent out via Listserv. Directors: Please review and forward these power points to your MAERS data entry staff. If you want to add your staff to the Listserv distribution list, please names and addresses to the MAERS helpdesk at Training Power Points – These power points will be located on the MAERS page of the Adult Education website at

22 WIOA Participant vs Reportable Individual
A reportable individual who has received services other than the services described in § (a)(3), after satisfying all applicable programmatic requirements for the provision of services, such as eligibility determination. Reportable individual. An individual who has taken action that demonstrates an intent to use program services and who meets specific reporting criteria of the program, including: (1) Individuals who provide identifying information; (2) Individuals who only use the self-service system; or (3) Individuals who only receive information-only services or activities. For Title II, when an individual in an AEFLA program has completed at least 12 contact hours they are considered a participant. An adult in an AEFLA program who has completed less than 12 contact hours. Participants count towards accountability measures. Reportable Individuals DO NOT count towards accountability measures.

What’s New? What’s Not? Employment measures changed from first- and third-quarter to second- and fourth-quarter follow-up. Participants must be tracked after exit. Median earnings added. Presenter should include how we are connecting the two trainings and, if relevant, some examples of how people engaged in LEAP I. Employment indicators now measure employment rate and apply to all participants.

Two components of Credential Attainment Indicator: Secondary credential attainment Postsecondary credential attainment Percentage of participants who obtain a secondary school diploma or recognized equivalent or a recognized postsecondary credential, while enrolled or within one year of exit

But: A participant who has attained a secondary school diploma for the Credential Attainment Indicator is counted only if the participant is employed or enrolled in a postsecondary education or training program within one year of exit

29 Credential Attainment Indicator: Secondary Credential
The secondary credential component of the Credential Attainment Indicator is limited to participants who did not previously possess a high school equivalency and entered at or above the 9th grade level; OR who advance to the 9th grade or higher level during a period of participation; and exited from the secondary education program.

The postsecondary education component of the Credential Attainment Indicator is limited to participants who were enrolled in a postsecondary education or training program, including an integrated education and training (IET) program; and exited from the postsecondary education or training program.

Evaluation Learning Community Training December 7-8, 2011 Educational Functioning- Level Gain An educational functioning level (EFL) gain may be measured by the following: Comparing the participant’s pretest with the participant’s posttest, using an NRS approved test Awarding of Carnegie Units or credits in an adult high school program Enrollment in postsecondary education and training after exit

December 7-8, 2011 Counting Measurable Skill Gains All participants are included for MSG for each period of participation. Only one type of gain can be counted for each participant per period of participation, the last achieved. Entry into postsecondary education is measured only after participant exits. Receipt of secondary credential and entry into postsecondary education must occur by the end of the program year (June 30). Participants in adult high school can complete Adult Basic Education (ABE) Level 5 by earning enough Carnegie Units or credits to move to 11th- or 12th-grade status according to state rule.

36 Measurable Skill Gains
What’s New? What’s Not? EFL gain is expanded to include postsecondary entry after exit for all participants. Pre- and posttesting, and assessment procedures and policy, remain the same. Receipt of a secondary diploma counts as type of gain for any participant Entry into postsecondary and receipt of a secondary diploma counted until the end of the program year (June 30). Presenter should include how we are connecting the two trainings and, if relevant, some examples of how people engaged in LEAP I. Only one type of gain can count per period of participation

37 Participant Exclusions
The following reasons for EXIT allow the exclusion of a participant from ALL performance indicators: Exit is due to the participant becoming incarcerated or entered into a 24-hour support facility such as a hospital or treatment center Exit is due to medical treatment that lasts more than 90 days Participant is deceased Exit is due to being called into active duty in the National Guard or other armed services for at least 90 days

38 Corrections Exclusions
Participants in a correctional institution under Section 225 of WIOA who remain incarcerated after exit are included in the MSG indicator, but excluded from: 2nd Quarter Employment Indicator Median Earnings Indicator 4th Quarter Employment Indicator Credential Indicator

Achievement of an educational gain as determined by the National Reporting System levels (Refer to the Office of Adult Education’s Assessment Policy) Achievement of basic English proficiency (Attainment of highest scale scores in ALL modules) Attainment of the official GED or passage of one or more individual actual GED test Attainment of a high school diploma or passage of a course required to attain a high school diploma (earn credit towards diploma) Enrollment in a postsecondary institution Enter or Retain employment

40 MAERS Screen Changes Proposed changes to MAERS include but are not limited to: Removing the “Follow Up” module and collecting all performance measure data in the Program Outcomes module Creating an Interim Achievements module Building reports to filter and include only participants that meet specific criteria (e.g., NRS reports – those with 12 or more hours) Adding a funding source filter to reports, when possible

41 Reporting Timeline Changes
Beginning PY , the state agency must submit NRS reports to federal government by October 15th (previously December 31st) MAERS deadlines will now be: August 1st for Registrations, Assessments, Class Enrollments, and Attendance. September 30th for Planned Gaps, Interim Outcomes, Program Exits, and Performance Outcomes
