2
Background ASPASA has not formally been directly involved in Skills Development. End of 2016 Leadership agreed to new direction ASPASA has now adopted ASPASA and not “aggregate and sand” ASPASA open to surface mining
3

General Skills Training
Why get involved in Skills Development No other industry body coordinating; Service Providers only do certain portions; * Companies want to train – not only compliance 3. Training Expensive; 4. ASPASA use one main service provider, registered with MQA Also use specialists to do workshops, i.e. Attorneys to do : Transport, Competition Legislation and Health & Safety Core business skills Statutory Training Strategic Training HR information system Compliance Skills General Skills Training - We do audit as partner
6
Why get involved in Skills Development
ASPASA wants to: Ensure all members can afford and get to the training The needs of the industry is catered for Input from industry, what it needs Issues that are normally not provided for – to be provided for Members & industry to be legally compliant
7
What does the law say? Each mining right must have an approved Social and Labour Plan (SLP) In terms of Section 25 (2) (h) of the MPRDA, 2002, the holder of a mining right must submit the prescribed annual report detailing the extent of which the holder of a mining right has complied with the SLP Clause 18.1 of a mining right determines that the holder of a mining right must annually, not later than 3 months before the end of its financial year, submit a detailed SLP implementation plan
8
What does the law say? The objectives of the SLP is to utilize and expand the existing skills base in the mining industry for the empowerment of HDSA’s to participate meaningfully in the industry and to uplift communities The application of an SLP is to monitor the following categories of the SLP: - HRD (Focus of this paper) Mine Community Development Preferential Procurement Downscaling & Retrenchments
9
What information & portfolio of evidence is needed to be listed – 1 July 2018
HRD - Skills Development * Skills Governance Work Skills Program (WSP) Annual Training Report (ATR) Employee Skills Profile Copies of signed skills governance meeting minutes Score Skills Sheet Progress made in terms of skills audit; and Career progression
10
So what are the Courses ASPASA will have available?
ASPASA will have a Matrix available so as to assist companies (employers & employees) to choose from See the matrix ….
