6 JUNE 2011 Market Design Release

7 MCR Review June 2011 Market Design Release Five MCRs to be delivered

8 MCR 0178 Treatment of Supplier Unit excess of Generation over Demand
MCR proposes to allow positive values for “Measured Quantity Field” on 590 MM and 596 MM i.e. the true value of the excess is to be left unchanged The routine that changes the “Measured Quantity Field” value to zero when there is excess generation will be removed NPED (Non Pricing Effecting Demand)

9 MCR 0178 IPT One Supplier x 1 IPT ESBN - ½ Day Site Visit
Supplier to Volunteer with NP Generator Data ESBN - ½ Day Site Visit Assurance will cover Changes to the existing “routine” to prevent the automatic resetting of the “Measured Quantity Field” to zero Changes to accommodate the new “positive” for the Measured Quantity Field” Non Participant Generator Data

10 MCR 0179 Downloadable Meter Point Details File
Supplier to access regularly refreshed downloadable format of the Meter Point registration database The files data content is specified in the MCR’s appendix The downloadable file will be delivered via ESB Networks “Managed File Transfer Service” 5 files (*.csv) to be made available on a monthly ( first week of each calendar month) basis The data will be for the preceding calendar month Field contents by Meter Point Type - (Appendix 1) 5 separate files which are categorised as follows: Clarification 1 Domestic MRPN Details Domestic Meter Details Commercial MPRN Details Commercial Meter Details Unmetered MPRN Details. Clarification 2 The files will be produced on a monthly basis. The download will be run from the central market system on the first weekend of each calendar month. The data captured in the download will be that for the preceding calendar month.

11 MCR 0179 IPT All Supplier x 1 IPT Gemserv
Supplier to download files according to business requirements Gemserv Assurance will cover Data validation, data integrity and connection testing on behalf of the market

12 MCR 0180 Sending of Additional Messages to EirGrid – TSO IPT
EirGrid/TSO requires a copy of 342 MM (Export QH Meter Daily Readings) from Central Market Systems Message data is for the billing of TUoS for Distribution -connected Generation Change to be implemented by Central Market Systems Includes the addition of a trigger or automation to have 342 MM sent to EirGrid IPT EIRGRID only x 1 IPT Message is already available for NPEG (Non Price Effecting Distribution Connected Generation) but not for PEG (Price Effecting Distribution Connected Generation) IPT - New connection registration (test 101, 101P message to see no X in settlement class field)

13 MCR 1024 Global Aggregation
Aggregation Solution as part of Market Deregulation MRSO will provide daily NQH factors to SEMO for each Supplier as part of each data aggregation run The factor value on the 590 MM to be used The factor value will also be added on the 596MM Additional field (NIEP) to be added on the 590 and 596 MM in order to carry the NQH factor value NPEG – non price effecting distributed connection generation NPED – non price effecting demand

14 MCR 1024 Change in Settlement Class IPT All Supplier x 1 IPT
Change the code that specifies how data is to be processed and aggregated for settlement Change in the use of an existing codified field on registration message 101, 101P, 102, 102P and 105 MM IPT All Supplier x 1 IPT Aggregation run will test the NIEP field on 596 MM NIEP - Non Interval Energy Proportion

15 MCR 1024 ESB CS x 2 IPTs New Connection Registration
New Connection Registration (101, 101P), test for absence of “X” in the settlement class field Change of Supplier (Gain) Registration (102, 102P, 105), test for correct population of the settlement class field

16 MCR 1040 New value for Unmetered Total Usage Factor on 591 MM
Introduce additional occurrence of the “AdditionalAgregationData” segment to the 591 aggregated message The fields “timeofuse” & “totalusagefactor” appear in the segment A new “timeofuse” field (UMN) to be added to the segment NB. In the test system all sites will have UNM present on the 591 message. Only MPs with unmetered sites will have a value populated against the UNM “timeofuse” field. All other sites will have zero value In the test system all sites will have UNM present on the 591 message. Only MPs with unmetered sites will have a value populated against the UNM timeofuse field. All other sites will have zero value

17 MCR 1040 IPT All Suppliers x 1 IPT ESBN - ½ Day Site Visit
Aggregation Run ESBN - ½ Day Site Visit Assurance will cover Changes to add additional occurrence of the “AdditionalAgregationData” segment to the 591 MM. Changes to the existing “timeofuse” field

18 Summary MCR Reference No. of IPT Participant IPT Test Focus MCR0178 1
Volunteer supplier Data Aggregation (596 will be populated with a positive value) MCR0179 All suppliers Downloadable file via ESB Networks “Managed File Transfer Service MCR0180 EirGrid QH export interval data (342 to be generated and sent to Eirgrid) MCR1024 All Suppliers Aggregation run will test the NIEP field on 596 MM 2 ESB CS Registration (102, 102P, 105 MM) New Connection Registration (101, 101P MM) MCR1040 All suppliers Data Aggregation (UNM populated in the new repeated "timeofuse" field on 591 MM)
