Topic Detail Review of matters arising from ReMCoWG MCR1111 V3: Automated Debt Flagging Solution - Decision: V 3 Approved by ReMCoSG Release 2013 ReMCoSG were briefed on the Release Content. CER stated the importance of having a process for evaluation of the MCRs for transparency and an action was taken for ReMCoDS to draft an initial Evaluation Process. Update on Tibco Hub C O Connor ESBN gave an update on the Tibco Hub issues. It was confirmed that the work on an end-to-end Reconciliation process will be common to both jurisdictions but while there is a proof of concept it may be some time before it will be complete. S Melvin detailed the impact on a Supplier and their internal processes e.g. Residential Accounts suffered delayed billing and lack of Daily information on on-line systems impacted on large customers. Action taken for Suppliers to provide report on impacted customers. To minimise the risk to the system over the holiday period there was a recommendation of a freeze on any hardware or software upgrades from 20/12/12. CER/NIAUR advised that there should be common updates to the Market and this was supported by the meeting to ensure consistency of information. ESBN/NIE to submit a Report on the cause and resolution of the Tibco issues to include controls to prevent recurrence and confirmation that all delayed/missing messages have been received by Suppliers. Smart Metering K Kavanagh gave an update on the Smart Metering Programme and Detailed Design Workshops will be held in the New Year. The solutions will impact on the Retail Market Systems and will need to be factored into change control and releases. There is a requirement for further engagement on how the changes will be managed and how these are going to be incorporated into the co-ordinated markets. 13th February 2013

MPs with EMMA issues experiencing the bulk of the problems Work done to clear any backlogs of missing messages Start of daily updates to MPs in RoI Indexing and memory related upgrades to 2 MP EMMAs to improve performance December Joint daily updates in RoI and NI 3 weekly con calls set up with NMS for all MPs 341/2 message issue flagged Work done on systems to stabilise performance January System stabilised Indexing and 341 fix applied to all MP EMMAs Con calls & s down to one per week MPRN reports of calls in RoI circulated to relevant MPs for reconciliation purposes Problem with 602 message identified

7 Going Forward MPs agreed that there is no more need of Con Calls
Can we have agreement that weekly updates are no longer required? Market updates will be sent if there are any issues that could impact MPs or 602 message The reconciliation completed to date has shown that there are no missing messages Plan being worked through with NMS/WIPRO to enhance the robustness of the Tibco solution – this work has resulted in a ‘post harmonisation’ project being set up A presentation of the issues identified to date will be available for the ReMCoSG Work required is being identified and the market will be informed of a release schedule as soon as possible The Market will be kept up to date on proposed plans and impacts

9 Provision of Technical landscape
ESB Networks and NIE are jointly responsible for the harmonised market messaging solution which is based on the TIBCO product which is at the core of the EMMA solution As per previous practises with the MPCC, Market Participants are responsible for:- Hardware Operating System Operational environment Virus Firewalls etc. Secure communications Database

10 Future EMMA Enhancements
The TIBCO EMMA solution will be enhanced with the addition of archiving functionality on the central hub and on MPs EMMAs. This should facilitate MPs in administrating their EMMA database. Previously circulated documents in relation to the TIBCO EMMA solution will be updated and circulated with the archiving enhancement

11 Technical Environment Management
In light of recent events overall - Could I ask that MPs check their EMMA environments with regard to data storage and database monitoring:- Monitoring their EMMA database on a regular basis. As highlighted in the HSP release notes where MPs have opted to use the Oracle XE db, there is a manufacturers limit of 11Gb on the DB so it requires monitoring attention before it reaches this limit. Oracle database monitoring for table space and overall size with regard to storage capacity Data usage is based on each MP market activity. Could I ask MP to check their EMMA environments with regard to:- CPU Memory usage

12 Performance Testing In the NI market Suppliers were asked if they wanted to participate in market messaging performance testing Suppliers would provide their test EMMA for performance/volume testing carried out by Northgate/Wipro In light of recent events further performance testing of TIBCO solution is required. In the RoI market ESB Networks will be asking if any Market Participant would like to participate in performance testing by using their test EMMA in a performance testing harnesses. An invite will be issued with details in due course.

MCR 1122 V3.0 – Introduction of Flag into the Market Design to identify Sites with Essential Plant Market Change Request MCR 1122 v2.0 Approved at HWG meeting on 19th September 2012 Amended to reflect changes requested by ESBN 106D Meter Point Status Confirmation DeEnergisation and 106E Meter Point Status Confirmation Energisation added Include a statement that "The EssentialPlantFlag will be at MPRN level within the messages” At Today’s Meeting: Recommendation for Approval of MCR 1122 v3.0 13th February 2013

16 Market Release 2013 Request from MP to change 19th-20th October Release Date to November Feedback received from 4 Market Participants – 2 are against changing: Sufficient time provided for feedback – 31st Oct – 21st Dec   Work already in progress planning the Oct release and also all other business related releases for  These plans were only finalised once the Oct 18/19 was agreed.  Other plans based around this date e.g. site switches, disaster recovery, etc.  There will be additional costs to delaying the release Will impact on June 2014 Schema Release We are anxious to get the automation of debt flagging in as soon as possible and do not see a routine price change as a significant enough reason to delay this even further. The market was given enough notice of the release date and an opportunity to respond but there were no objections received by RMDS. We request that the dates agreed in December 2012 remain as is. 13th February 2013
