2 Warm Up – February 23 Sir Charles Elliot wrote the following in a London newspaper in 1905: “We have in East Africa the rare experience of dealing with a tabula rasa, an almost untouched and sparsely inhabited country, where we can do as we will, regulate immigration, and open or close the door as seems best.” Tabula rasa means blank slate. What does this quote mean? Based on what you have learned about Africa at this time, do you agree with this statement? Why or why not?
