development of procedure, procedure documentation and utilization procedures shall clearly and specifically outline scope, purpose, authorization, rules, techniques and means of enforcement specific use, steps for :shut down, device placement & removal and verification of effectiveness

no potential or residual energy when off single energy source energy isolation completely deactivates energy is isolated when servicing use only a single isolation device done by an authorized employee only servicing does not create a hazard no prior accidents
