3 Health Consumers Alliance of SA
Vision: Consumers at the centre of health in SA. Mission: We engage consumers and health services to achieve quality, safe consumer-centred care for all South Australians. HCA was established in 2002 as the peak body for health consumers, and is funded by the South Australian Minister for Health & Ageing. As an independent alliance of health consumers and health consumer organisations, we work together with our members to achieve our vision of consumers at the heart of health care. A strong and effective voice for the promotion and protection of health consumer wellbeing and rights, HCA promotes health equity and provides systemic advocacy to inform, shape and sustain consumer centred care. An important role of the HCA is promoting the policy and practice of consumer engagement across the SA health care sector, including public, private and non-government service providers. 3

Consumer centred care is frequently cited as a dimension of high quality care in a range of international policies and programs, and is a strong focus for many leading international and Australian safety and quality organisations. There is significant support for the concept of partnering with consumers as a national and safety quality goal. The principles of consumer centred care and partnerships with consumers are embedded in health reform, and underpin the safety and quality of health care in Australia. Consequently, it is important to drive a coordinated national approach to partnerships with consumers by focusing on key areas where gains can be made; building the evidence and support for the application of these concepts across the healthcare system. 4

2014 May – Federal Budget June – Clinical Engagement Committees established October – Discussion Paper November – 1st HCA Consumer Forum November – TH Summit (attended by 600) 2015 February – Proposals Paper March – Next Steps May – 2nd HCA Consumer Forum July – Joined Ministerial Clinical Advisory Group July – Consumer Engagement Committee established 2016 September – 3rd Consumer Forum (with MCCSA). 6

7 Transforming Health At the May 2015 Consumer Forum following briefings from the Minister and senior SA Health staff, over 90 participants developed the principles, membership selection criteria and priority actions for the new Consumer and Community Engagement Committee. 7

13 Next steps? Is there a need for regular LHN Consumer and Health Advisory Council Forums? Timing? Frequency? A report from today will be drafted, distributed to all attendees and utilised to inform the further implementation of Transforming Health. HCA’s next forum will be held in February 2017 and will cover Transforming Health, the Mental Health Commission and Primary Health.
