Sustainability and Transformation Plan Devolution Collective Place-based Cities and Local Government Devolution Act 2016 ANY function of any public body (except some NHS functions/duties) could now be conferred on a Combined Authority (by Order) or LA (by regulations). Could be exercised jointly/concurrently. Secretary of State statutory dutes unchanged. Some exceptions for regulatory/ supervisory functions
