7 Our asks of government Pooled and devolved resources to enable local prioritisation, with a long-term (30 year) commitment; Greater level of influence over national skills and employment activities and budgets; An ability to retain the benefits of growth; New relationship with key national agencies; Freedoms and flexibilities to enable action on infrastructure, housing and skills.

9 Infrastructure Infrastructure deficit holding back 3SC economic growth and restricting inward investment Improved digital connectivity across 3SC Our top 3 strategic infrastructure priorities are Capacity enhancements A3,M3, M25, A21, M23 and A27 Fundamental enhancement of rail capacity and improving cross country routes and connectivity between London and South Coast HS1 to Bexhill and Hastings

Greater influence and commitment over national infrastructure bodies spending Create a revolving investment fund Short Term - to 2021 Matches Local Growth Fund 3 timescales Medium Term - to 2030 Matches Local Plan horizon Long Term - to 2050 Matches London Plan horizon

11 Housing and Planning How could devolution help?
Single pot for forward funding infrastructure Faster release of brownfield sites currently in ownership of Government departments work with HCA (Starter Homes) Some flexibilities within current planning regime What will we have achieved in five years? Delivery of the 34,000 new homes Timely delivery of infrastructure Unlocking the potential of brownfield Permitted Development Rights increasing

Current housing delivery rate across 3SC = 6,000 pa Local plan trajectory requires delivery of = 8,500 pa Infrastructure gives confidence to developers for house sales Improved connectivity gives confidence to industry Greater accessibility improves quality of life

Collective binding decision making for joint work Democratic accountability for the new powers Clear lines of responsibility for the new powers Equality of representation Process – Governance Review All involved must commit to the outcomes Stakeholder and public consultation to be planned Relations with LEPs and neighbours to be defined

29 Double Devolution Local differences – freedoms and flexibility Opportunity to try different models and ideas in different parts of the 3SC area Parallel process, running alongside 3SC bid As Government devolves powers to 3SC it will enable counties to devolve to Districts and Boroughs and on to Parishes Partners to agree pace of activity area by area
