The internet completely transformed and hugely expanded the “market” for child abuse images. No longer a “cottage industry”. Now a multi-million dollar industry and global.
The publication of the images is a serious crime in its own right. It adds to, compounds, changes and magnifies the original abusive act. Significant proportion of the images are not the product of intra-familial abuse. Many are made solely in order to sell or exchange on the internet.
Essential for the victims that everything is done as fast as possible to delete the images e.g. within UK = 1 hour. If rapid deletion not possible blocking will help reduce the numbers. Mitigation is key.
Also essential to move fast so as to protect potential new victims.
Yet only 44 countries out of 196 meet four or more of the ICMEC five point matrix. Many have zero legal provisions. Bound to be a drift to less regulated areas.
Blocking is available as a temporary stop gap until deletion can be completed.
Does not remove the image but only the technically literate and determined will persist. May deter 50% or more of potential viewers.
Blocking can work at scale. UK= 98.6% of all broadband users. Italy = 100%. UK system blocking approximately 58 million attempts per year
Must be done transparently, accurately and be subject to scrutiny. Public are entitled to reassurance that blocking is not being used to eliminate political or other types of sites.
