INHOPE was founded in 1999 under the European Commission’s Safer Internet Action Plan to combat illegal online content including Child Sexual Abuse Material. INHOPE represents and co-ordinates the global network of 42 Internet Hotlines in 37 Countries, supporting them in their fight against illegal content to make the Internet safer INSAFE partner as part of the Safer Internet Program To see details of our members please check out our website on www.inhope.orgwww.inhope.org

5 Co-funded By the European Union INHOPE Goals To combat Child Sexual Abuse and other illegal material on the Internet. To raise awareness of INHOPE and member Hotlines as a single point of contact for global reports of illegal content To reduce duplication of reports passed to Law Enforcement To expand the network of INHOPE members To inform policy makers, particularly at the international level To provide a global picture via statistics of the problem of Child Sexual Abuse Material on the Internet To work with all stakeholders in developing strategies to tackle the problem To identify new trends in cyber crime and develop solutions with our partners in industry, law enforcement and child welfare.

6 Co-funded By the European Union What are Internet Hotlines? National contact point for the public to report illegal content on the Internet including “Child Sexual Abuse Material” The process: Member of the public finds internet content that they feel may be illegal They want to tell someone but are afraid to tell the police – why? This is where Hotlines come into focus. The member of the public tells the Hotline (anonymously – if they wish) Hotline investigate the content reported using trained analysts. If found to be illegal the origin of the content is traced If it is hosted in the same jurisdiction then the Hotline work domestically If hosted in a different jurisdiction the report will be passed to the INHOPE hotline in that country – this is the important bit – why?

Organisations with a shared objective of tackling online Child Sexual Abuse Material (CSAM) There are two Hotlines in Hungary:- Theodore Puskas Foundation – Mr Birkas Bence National Media and Info communications Authority – Mr Gabor Nemeth Both organisations became INHOPE members in April 2012

8 Co-funded By the European Union The Network Hotlines operate in their own jurisdiction within their own borders. The Internet has no borders and invariably content always seems to be somewhere else. The INHOPE network allows Hotlines to securely exchange reports internationally with other Hotlines. Each Hotline operates to INHOPE best practice with similar training. Each Hotline has contacts with law enforcement and industry to ensure rapid response to a valid report

Recent example of success – Bulgaria Reduced time from report received to content removed Makes life much more difficult for online providers of Child Sexual Abuse Material Opens doors and makes building relationships with stakeholders more straightforward. Develops best practices and tools that are shared across the network – specifically INHOPE Report Management System

14 Co-funded By the European Union Whats in the future? No crystal ball – sadly  but as you all know the internet in the future will be mobile. Good news – the amount of new “material” on the web is falling (although distribution is not) Bad news - Child Sexual Abuse victims are getting younger – sadly it appears this will continue INHOPE will add more functionality to IHRMS – inbuilt tracing, Notice & Takedown functionality. INHOPE Hotline network will grow to 50+ members in next 3 years

15 Co-funded By the European Union What have we learned? Cooperation works! Domestic cooperation between Hotlines, Industry, law enforcement and child welfare works! International cooperation between INHOPE, Hotlines, Governments, EC and International LEA works! Online safety awareness and education are keys to avoiding / minimising the problem. Consistent best practices & training deliver results
