1 Transforming the future of public health in Missouri
A Collaborative Effort of Stakeholders

2 The problem Missouri public health system:
lacks a systematic, coordinated approach to the structure, form, scope, and funding of the public health system has great variance in how local public health agencies in Missouri are governed, financed, and supported by the community continues to face funding cuts, further weakening the public health system This lack of congruence in the system and continual funding cuts threatens the future of public health in Missouri

3 The goal A collaboration of key stakeholders of the Missouri public health system in Missouri Positively impact the health of our population by moving from the old, outdated system to a new, sustainable, culturally relevant, and responsive public health system that can meet the challenges of our diverse communities Engage stakeholders so that they have a voice in this new transformative approach to public health in Missouri

4 Background Began in August 2014 when a steering committee was developed from: Missouri Public Health Association, Missouri Association for Local Public Health Agencies, Missouri Institute for Community Health, Missouri Department of Health and Senior Services, local public health agencies, academic institutions, and private public health organizations Initial planning was funded by a MODHSS grant and also relied on volunteer hours from a variety of key members

5 Initial Planning Public health evidence was used to inform steering committee decision making and planning Data collection of 360 Missouri stakeholders through online surveys, key informant interviews, stakeholder system mapping, and priority issues identification. This data confirmed that: The time is now for public health system transformation There is a broad interest in engaging in system transformation if it is led well and taken seriously The leadership of the process will be a key component of success

6 Information Learned This is what we learned from Missouri public health stakeholders: System Mapping, Priority System Issues and Missouri Public Health in Missouri’s current public health system was primarily described as a system of silos which lacks resources and is unknown to the public. Online Survey - Of the ten potential trends impacting Missouri’s public health future by 2030, the top two were access to and quality of healthcare and public health funding. Key Informant Interviews – Nearly every key informant, regardless of their background, agreed that as currently constituted, the governmental public health system in Missouri is fragmented and there is a decided lack of coordination and leadership among various levels of governmental public health, policymakers and academia which suggests a large barrier to effective and efficient public health practice.

7 Next Steps Funding proposals presented in 2015 and 2016 to several foundations, however it was determined the proposal was not likely to be funded because of the structure, level of detail, and budget Steering committee decided a phased approach with more detail was necessary to secure funding Additionally, steering committee felt that Missouri public health organizations (MPHA, MICH, MoALPHA, MoCPHE) were fragmented and had competing interests; must lead by example

8 Goals of Phase 1 To bring the Missouri Foundation for Health and the Greater Kansas City Healthcare Foundation together to convene a meeting of Missouri public health system stakeholders to further develop the steering committee into a Transforming the Future of Public Health (TFPH) Executive Committee which will be responsible for moving the transformation process forward. To bring the public health professional organizations in Missouri together under one structure/strategic alignment which will allow for strategic planning around common interests, coordination of efforts, and facilitation of the transformation of the public health system in Missouri

10 Goal 1: Identify Public health System Stakeholders, Leaders, and Vision
Meeting to convene stakeholders to develop the steering committee and vision further (Phase 2 Proposal) Led by Missouri Foundation for Health and the Greater Kansas City Healthcare Foundation well respected, neutral organizations which provide significant funding support, leadership, and guidance Will include as many stakeholders as possible and will be facilitated

11 Goal 1 Objectives Objective 1.1: Convening of a Transformation of the Public Health System in Missouri Stakeholders meeting to identify sectors to include in the Transforming Public Health Advisory Council membership such as rural LPHAs, metro-LPHA, DHSS, MHA, etc. by March 31, 2017, from which executive leadership of the TFPH Executive Committee will be recruited by MPHA. OBJECTIVE 1.2: Conduct three two sessions with the TFPH Advisory Council and three meetings with the TFPH Executive Committee to develop the vision for action planning for the transformation project by July 31, 2017. OBJECTIVE 1.3: Establish a plan for the second Phase’s comprehensive system review based on the alignment of vision elements and prioritized trends with the Foundational Public Health Services framework by August 31, 2017.

12 Goal 1 Objectives OBJECTIVE 1.4: Development of a proposal for “Phase 2: Design and Prepare for Implementation” for the transformation process, by September 30, 2017. Development of a comprehensive risk assessment and risk management plan September 30, 2017 Identify and develop implementation strategy utilizing a transformation model for the Missouri Public Health system, by September 30, 2017 Identification and development of a stakeholder engagement strategy to be included in the proposal by September 30, 2017. Presentation of the Phase 2 proposal to the MFH and GKCHF by September 30, OBJECTIVE 1.5: Develop and implement a communication strategy for the transformation process to provide frequent progress updates, facilitate stakeholder engagement, and collect feedback from stakeholders, by February 1, This will be the basis for future communication with, and engagement of, stakeholders in Missouri.

13 Goal 2: Public Health Professional Organization Alignment
Bring together the fragmented professional organizations under one umbrella Will allow us to strengthen the legislative voice of public health professionals Vital, first step in the Transforming the Future of Public Health process Will be completed by representatives from the organizations

14 Goal 2 Objectives Objective 2.1:  Development of a plan of action for the reorganization of Missouri’s professional public health organizations by July 31, 2017 to: Integrate common mission and performance objectives into a mutually beneficial system and organization; Achieve well-recognized status as the voice of professional public health in MO among stakeholders, legislators and local community groups.   Achieve a cost savings and an economy of scale for members who may currently be restricted to participation in only one organization; Achieve a coordinated leadership for all areas of professional interest by January 2018

15 Phase 2 A proposal for Phase 2 will be developed by the TFPH Advisory Council and presented to funding organizations by July 31, 2017 Development of risk assessment and mitigation plan Development of a task force to review the transformation process ongoing in Oregon, Ohio, and Washington to guide our process

16 Next Steps The Foundations have committed the necessary funding for Phase 1 of the project. MOU with Fiscal Agent is being developed. Identification of Project Coordinator and Communications Coordinator Planning of Stakeholder Meetings
