1 Open Access and Research Data Management: An Overview for LLOs
Hannah Lloyd-Jones, 14 June 2013

2 Outline • Open Access • Research Data Management
• Lunch and questions/discussion

3 What is Open Access? Free, unrestricted public access to publicly-funded research: Increased visibility of research & researchers. Impact: OA research cited more frequently. Research lifecycle can be accelerated: published, read, cited, built on. Facilitates collaboration & sharing. Raises research profile of department/University. Sharing scholarship and intellectual wealth.

4 Green & Gold Open Access
Two routes to Open Access of equal scholarly value: Green Open Access Typically, the final copy of the peer-reviewed publication (post print) is made available free of charge through deposit in a repository, e.g., Exeter’s Open Research Exeter (ORE) Gold Open Access The publisher provides immediate and unrestricted online access to the final published version, usually involving payment of a fee (Article Processing Charge) - average £1.5k.

5 Exeter Policy Exeter policy aligned with Russell Group position.
Academic freedom over where, what and when to publish is paramount. Green OA as the cultural norm (free and open to all equally). Institutional mandate for self-deposit of journal papers on ORE from 1 April Phased in over two years. Embargo: up to 36 months if required by publisher (to protect interests of smaller academic publishers). PGR policy.

6 RCUK Policy RCUK-funded peer-reviewed published research papers and conference papers from 1 April 2013; not monographs, book chapters or editions. Statement on how any supporting data can be accessed. Embargoes: STEM: 6 – 12 months (MRC: 6 months), AHRC/ESRC: up to 24 months according to publisher policy. CC-BY licence Five year transition period; RCUK review in 2014. Gold OA via RCUK block grant – first come first served; quarterly monitoring & release.

7 Wellcome Trust Policy Wellcome-funded peer-reviewed published research papers and conference papers (via Europe PMC). Will include scholarly monographs and book chapters from October 2013 for new grant-holders (from October 2014 for existing grant-holders). Embargo: six months. CC-BY licence Gold OA via Wellcome block grant, open to all Wellcome-funded researchers and PGRs.

8 First Steps Using the Repository Tools feature in Symplectic:
Upload RCUK-funded papers submitted for publication after 1 April 2013. Upload publications submitted for REF 2014. Upload publications submitted for ROM 2013 where different. Start to upload non-RCUK-funded papers. Your Subject Librarian will help with upload, legal check and placing of embargo. Symplectic guide:

9 OA: Further Information
More on publishers’ policies at SHERPA/RoMEO and SHERPA/FACT. Other major funders also have policies in place: ERC, Horizon 2020. HEFCE consultation on Open Access for REF 2020. Library OA website: Information on Gold Open Access funds: Open Access queries:

10 Research Data Management
Good practice in research data management key to research excellence. Back up to prevent data loss Plan for sharing data during project (collaborative projects) Respect for legal, ethical, commercial requirements Verifiable, reproducible data Visible and discoverable data post-project

11 University Policy on RDM
Research data management plans for all research projects Open Access to research data where legally, commercially and ethically appropriate. Registration of selected data in ORE. Archive selected data in appropriate discipline-specific repository or ORE. PGR policy.

12 RCUK Common Principles on Data Policy
• Publicly funded research data are a public good, produced in the public interest, which should be made openly available with as few restrictions as possible in a timely and responsible manner that does not harm intellectual property. • RCUK recognises that there are legal, ethical and commercial constraints on release of research data. • It is appropriate to use public funds to support the management and sharing of publicly-funded research data.

13 Wellcome Trust Policy • The Wellcome Trust expects all of its funded researchers to maximise the availability of research data with as few restrictions as possible. • Consider approach for managing and sharing data at the research proposal stage.

14 Data Management Plans 1 Many funders require a DMP as part of the application process. Consider: Who will be responsible for the management of the data during your project? Will you be using any existing datasets? What data is going to be collected? Where will this data be stored? What file formats will you be using? How and where will the data be backed up? How will your data be kept secure? How will you guarantee the quality of your data once it has been collected? How will you share your data? Are there any legal, ethical or commercial considerations you need to take into account? How will you prepare your data for long term archiving?

15 Data Management Plans 2 Live document: adapted reviewed regularly as your data needs change. Funder requirements differ e.g.: ESRC: 3 pages NERC: 1 page with initial application Don’t leave it until the last minute! Support from but please give us plenty of notice!
