Short presentation to clarify the community safety partnership structure now that we’ve introduced the new arrangements

2. Community Safety Partnerships (Dorset, Poole and Bournemouth)
Grass roots, neighbourhood level community safety work. CSPs have oversight of locality work in their area.

Community Safety & Criminal Justice Board
Pan-Dorset partnership groups responsible for delivering against shared community safety priorities. Report to CSCJB but may also directly advise the three CSPs in some cases.
Partners agreed we would retain 3 CSPs – Dorset, Poole and Bournemouth. They remain our statutory partnership bodies and are accountable for the legal duties placed on CSPs.
Locality work – overseen by CSPs.
CSCJB – formed due to the need for a strategic partnership group to oversee pan-Dorset community safety work and delivery of shared community safety priorities. Is responsible for functions delegated to it by the CSPs, for delivering against shared community safety priorities and linking community safety and criminal justice work. Accountable to the 3 CSPs and reports formally to them including through bi-annual reports.
Theme groups – responsible for delivering shared community safety priorities and work, reporting to the CSCJB. May occasionally advise CSPs directly.
DCJB – separate partnership group looking at criminal justice issues. The CSCJB aims to align partners’ community safety and criminal justice work and the DCJB is represented on the Board.

3. Community Safety Partnerships
Statutory partnership bodies
Hold pan-Dorset CSCJB to account for delivery of delegated functions and work on shared community safety priorities

Responsible for conducting Domestic Homicide Reviews (DHRs)

These are our statutory partnership bodies and are accountable for the legal duties placed on CSPs.
The CSPs have delegated a number of functions (not duties) to the CSCJB to deliver on their behalf. They hold the CSCJB to account for delivery of the delegated functions (through bi-annual reports) and work on shared community safety priorities.
CSPs oversee local community safety work.
CSPs have retained responsibility for DHRs.

4. Community Safety & Criminal Justice Board
Responsible for the functions delegated to it by the three CSPs
Responsible for delivering work on shared community safety priorities
Responsible for joining up community safety and criminal justice partnership work
CSCJB is responsible for the functions that have been delegated to it by the 3 CSPs:
Annual Partnership Strategic Assessment (PSA)
Community Safety Plan
Community Engagement and Consultation
Information Sharing Protocol
Reducing Reoffending Strategy
Also responsible for ensuring the delivery of shared priorities and work areas. It does this through the management of its theme groups (see next slide).
The CSCJB also brings together community safety and criminal justice partners with the aim of aligning their areas of work.

They are responsible for undertaking the work against shared priorities / work areas and report to the CSCJB.
Need to clarify things in relation to the Reducing Re-offending Group. The statutory duty for reducing re-offending lies with the CSPs who have delegated the function to the CSCJB but there are strong links to the work of the Dorset Criminal Justice Board.

The community safety partnership structures are new and are bedding in.
A number of actions and measures have been agreed by various groups. We need to be confident it’s clear who owns what action, which group is managing which performance measure etc.

7. ? Partnership work is interconnected… CSCJB HWB Boards
Some issues have no specified lead partnership and require involvement from more than one partnership body e.g. sexual exploitation or modern slavery.

Although we can manage those things that are clearly within our community safety work area – e.g. violent crime, burglary etc. – there are other work areas where there’s no clear partnership lead – e.g. sexual exploitation, modern slavery.
A number of partnerships have an interest or involvement in these areas. Since there’s no clear lead and each partnership has a role to play in helping to address these issues, it’s important for us to be clear who is doing what so we get the most out of our partnership effort.
