6 Overview (1/4) WP4 – Objectives
To provide an overview of the current status in the area of energy optimization and efficiency in the cities of the consortium with regard to actual infrastructure, tools, energy options and strategies which lie in each city. To identify the energy optimization/efficiency issues in each city, in line with the EU priorities, that will be discussed during the pilot implementation phase of the project. To design and prepare a pilot operation for the OPTIMUS DSS and its modules in a pragmatic environment so as to set a substantial validation phase in real-life environments. To have a smooth and uninterrupted execution of the pilot operation. For the 1st Reporting Period

To conduct an overall evaluation of the system’s efficiency and added value, highlighting achievable energy savings and CO2 emissions reduction. To provide the stakeholders involved with a socio-economic analysis of the impacts of the introduction of the DSS. To promote the introduction of ICT within Cities. To produce a set of requirements specifications that will help refine the functionality of several of the system components during the integration procedure. To implement the training courses to target groups (to be organized in WP5), mainly but not solely comprised of local government representatives.

Progress Organisation and implementation of the 3 pilot visits in Savona ( June 2014), Zaanstad (1-2 July 2014) and Sant Cugat (16-18 July 2014). Application of the OPTIMUS SCEAF Tool to the three pilot sites, creating a baseline for each pilot case: Savona, “Colombo-Pertini School” Zaanstad, “Zaanstad Town Hall” Sant Cugat, Sant Cugat Town Hall and Theatre. Comparative analysis among the pilot sites.

Pilot Visits Savona, 17th-18th of June, (Savona Campus University and Colombo-Pertini School). Zaanstad, 1st-2nd of July, (Zaanstad Town Hall – Zaandam). Sant Cugat, 16th-18th of July, (Sant Cugat Town Hall and Theatre - Sant Cugat del Vallès). Inspect the facilities of the pilot buildings of the three cities, to: Obtain a clear view of their energy profile Identify the energy efficiency problems Discuss with the municipalities stakeholders with emphasis on the needs of the selected pilot buildings. Outline of possible DSS actions for the pilot buildings.

Task 4.1 Application of Smart City ex-ante Assessment Framework on the cities Multiple Building Assessment A methodology was also developed concerning the combination of 2 or more pilot buildings into one SCEAF. The goal was to produce one single result for each city. This methodology particularly applied to the Sant Cugat pilot site, where 2 buildings were available (Sant Cugat Town Hall and Sant Cugat Theatre).

Task 4.1 Application of Smart City ex-ante Assessment Framework on the cities Comparative Analysis (5/5) Recommendations Savona should focus on the adoption of ICT and the installation of automations and monitoring systems in its municipal buildings. Zaanstad should focus both on the exploitation of ICT and automations, and make efforts to fill the gap between forecast behavior of its advanced systems and the real case. Sant Cugat should consider some measures to decrease its energy consumption and increase the production coming from RES or CHP plants. All the pilots should: Use social media to organize their energy plans and Measure their energy consumption per end use in order to identify the energy intensive devices and reduce their energy needs.

30 Baseline Analysis Report
Task 4.1 Application of Smart City ex-ante Assessment Framework on the cities Baseline Analysis Report The baseline analysis report, combined with the comparative analysis report and the citation of the pilot needs is expected to help us determine which action plans should be considered by the OPTIMUS DSS and which energy saving and environmental targets should be set. After the implementation of the DSS, the values of the same indicators will be calculated again (ex-post evaluation) and point out the achieved benefits and possible weaknesses based on the difference achieved in comparison with the baseline report (ex-ante evaluation).

38 Conclusions Deliverable “D4.1 - Baseline Analysis Report” has been submitted. No milestones concerning WP4 are planned within the 1st year. Since the nature of the pilot visits in the three sites implied that people of several fields should participate (e.g. engineers, energy managers, municipal employees and political representatives), more time for their preparation was needed, and they were finally organized a little later than the original schedule (in June and July 2014). The baseline reports for each pilot site were elaborated and finalized in September 2014. For the application of the SCEAF, an additional module was developed, namely the questionnaire, in order to assist local authorities insert their input data in the respective web forms easily and transparently.
