Hitoshi Makino and Hiroyuki Umeki JAEA, Japan Manuel Capouet, Christophe Depaus and Arne Berckmans ONDRAF/NIRAS, Belgium

2 Introduction –STKM questionnaire
Staff management/training and knowledge management are organisational issues that are of particular relevance particularly sensitive for long-term projects. IAEA, The Management System for Facilities and Activities, Safety Requirements, IAEA Safety Standards Series No.GS-R-3, 2006. IAEA, The Management System for the Disposal of Radioactive Waste, Safety Guide, IAEA Safety Standards Series No.GS-G-3.4, 2008. Organisational aspects were also discussed in the framework of a topical session organised by the Integration Group for the Safety Case (IGSC) at its annual meeting in 2009, where it was identified and was regarded as a topic deserving future attention NEA, Summary Record of the IGSC 11th Meeting (, Issy-les-Moulineaux, Paris, France, October 2009), OECD, 2009 More recently, also in the Forum on Stakeholder Confidence NEA, Stakeholder Confidence in Radioactive Waste Management: An Annotated Glossary of Key Terms, OECD, ParisNEA No. 6988, OECD, 2013. 3 Introduction –STKM questionnaire
This topic is also considered in the strategic research agenda of the IGDTP “Competence Maintenance, Education and Training” (CMET)” IGD-TP, Implementing Geological Disposal of Radioactive Waste Technology Platform Strategic Research Agenda, ISBN , 2011 In view of their importance to the development of confidence and trust, the IGSC has received a mandate from its community (Safety Case Symposium records, NEA, 2013) to initiate a study dedicated to staff training/management and knowledge management The Safety Case for Deep Geological Disposal of Radioactive Waste: 2013 State of the Art, Symposium proceedings, NEA R(2013)9, OECD, 2013. JAEA and ONDRAF/NIRAS have prepared a questionnaire in order to elicit information to capture succinctly on the processes and tools what the national organisations have developed and implemented to address this subject. CDE

4 Agenda for the STKM questionnaire
Linkage GEOSAF - IGSC From Geosaf (2013), last plenary session, conclusions:     « a framework for ensuring the “handshake” […] a framework for constantly re-assessing the achievement of defined requirements » (M. Tichauer, Chairman) Agenda for the STKM questionnaire Questionnaire to be approved by IGSC by May 30th 2014 Questionnaire will be sent to OECD countries in September 2014 First results… by December 2014 (hopefully ! ) CDE

5 Q4 Requirement management
A. To implementers: What tools/processes have been implemented to ensure that the geological disposal programme proceeds in a manner that complies with requirements imposed e.g. by the legal and regulatory framework and by other interested stakeholders, as well as more technical requirements that emerge in the course of programme from design development and associated research activities. To regulators: What tools and processes ensure the development of a structured and comprehensive set of regulations and guidance. How do you check that regulations and guidance are adhered to when reviewing a safety case? CDE

6 Q4 Requirement management
B. Have you experienced difficulties in implementing requirement management tools/processes (e.g complexity of the task as soon as you try to take into account the whole system) over the course of the past programme stages? What are the future challenges regarding this management system ? CDE
