REVIEW AND STRENGTHEN IAEA SAFETY STANDARDS A.P.6) Review and strengthen IAEA SSs and improve their implementation 6.1 The CSS and the IAEA Secretariat to review, and revise as necessary using the existing process in a more efficient manner, the relevant IAEA SSs in a prioritised sequence. 6.2 MSs to utilize as broadly and effectively as possible the IAEA SSs in an open, timely and transparent manner. The IAEA Secretariat to continue providing support and assistance in the implementation of SSs.

PROTECTION FROM IONIZING RADIATION A.P.10) Ensure the on-going protection of people and the environment from ionizing radiation following a nuclear emergency. 10.210.2 MSs, IAEA and stakeholders to facilitate the use of available information, expertise and techniques regarding the removal of damaged nuclear fuel and the management and disposal of radioactive waste resulting from a nuclear emergency

7 IAEA WASSC Activities on Action Plans(1) WG of WASSC: to draw lessons from Fukushima  following areas identified for close attention: siting and safety of SF storage facilities stress-testing of waste-management facilities ways of strengthening use of the waste safety standards effective ways to deal with mountainous piles of lightly-contaminated debris such as results from clean-up efforts following the tsunami.

8 IAEA WASSC Activities on Action Plans(2) WG’s conclusions: ‘Implications of the Fukushima Accident on Waste SSs’ Conclusions: most requirements are applicable also to post-accident conditions  No need to be amended; the requirements should not be too prescriptive; the problems that Japan is facing are not necessarily all safety-related; and identified a series of issues; some for WASSC and others being common with RASSC and/or NUSSC..

9 IAEA WASSC Activities on Action Plans(3) Identified issues WSI - 1) Management of large amounts of contaminated waste - solid and liquid - resulting from remediation (including monitoring criteria and decision on reuse/ recycling). WSI - 2) Acceleration of licensing process to ensure availability of treatment / storage / disposal facilities for the type and amount of wastes generated during an accident or as a result of remediation activities. Advice: Guidance related to these issues should be drafted. (SG level or through other safety-related documents)

10 IAEA Expected outcome of the meeting (1) OBJECTIVES  to discuss work plan and prepare TOR for the future work in relation to; - Provide a document focusing on the safety of radioactive waste management after emergency - Provide suggestions to regulators, governments, and operators that are consistent with IAEA SRs, in particular with GSR Part 5 (Predisposal Management of RW) and SSR-5 (Disposal of RW), as well as with associated safety guides, such as WS.G-3.1 (Remediation Process for Areas affected by Past Activities and Accidents)

11 IAEA Expected outcome of the meeting (2) main focus on the new document - How to develop a strategy for waste management associated with remediation activities - Responsibilities of stakeholders (governments, regulators, operators, etc.) - How to develop and adapt licensing procedure and framework in / after emergency situations - What to consider when planning waste management at the early stage of the recovery work - How to develop SCs and conduct SA, in line with the WM strategy, in particular for - predisposal management of RW - interim storage facilities - disposal facilities
