IAEA Regional Workshop on Establishing a National Strategy for Education and Training in Radiation, Transport and Waste Safety Cyprus 5-7 October 2016, EXPERIENCE OF TAJIKISTAN ON DEVELOPING AND ESTABLISHING NATIONAL STRATEGY FOR EDUCATION AND TRAINING IN RADIATION PROTECTION AND SAFETY OF IONIZING RADIATION SOURCES Matin Akhmedov Nuclear and Radiation Safety Agency, Tajikistan

2 Republic of Tajikistan is widely using radiation sources in practices such as medicine, industry, agriculture, education and research. To adequately protect people (radiation workers, patients, and public) and the environment against harmful effects of ionizing radiation, sufficient qualified and trained personnel are required in the country for regulatory control and for safe operation of radiation sources in practices.

3 Kind of activity related to IRS in Tajikistan
1. Medicine Diagnostic and intervention radiology; Radiotherapy; Nuclear medicine; 2. Industry: Using radioisotope devise and etc. 3. Other activity: baggage examination; Veterinary Radiology; Scientific and research works; Waste management and etc.

4 General information on the legal and regulatory framework for E&T in radiation protection and safety

5 In 2008 NRSA started to give a Licensees for using IRS (generation sources) and radioactive sources.
Also was started State Control in the Field of Radiation Safety all of IRS users. It was carrying inventory IRS for all parts of Tajikistan and put on RASOD’s database.

7 With the help of the database found that across the country there are 768 workers and 236 RPO. After the inventory the next step was to conduct a pre-licensing inspections and licensing. After the all this works was analyzed and the following conclusions:

9 TRAINING AND RETRAINING PREPARATION OF STAFF
Initial training is conducted on the basis of: Tajik State National University (TSNU) Tajik State Medical University (TSMU) Tajik Technical University (TTU); Medical College

NATIONAL STRATEGY REPUBLIC OF TAJIKISTAN FOR EDUCATION AND TRAINING IN RADIATION, TRANSPORT AND WASTE SAFETY National Project IAEA TAD 0/003 (developed and Implemented a curriculum and a course on radiation safety in TNU, TSMU Medical College and TTU; signed a cooperation memorandum; created an educational and training center) Prepared the draft of National Strategy (M.Sohrabi) (For this training center for radiation safety presented a package of courses of lectures IAEA (40 discs) for radiation safety in various areas. Currently, these lectures are translated from English into Tajik. For this course of lectures in July 2010 and in November 2012, this center held national workshops for medical and industrial sectors)

12 Up to now, there was not any training center in radiation safety, working with the IRS partially trained in special courses of universities, postgraduate training and training courses of the IAEA, as well as seminars in the framework of international projects. For example, there are 13 specialists from different institution of Tajikistan were studied in the Postgraduate educational courses IAEA for the safe use of ionizing radiation sources in ISEU by name after Sakharov, Minsk, Belarus. IAEA/National Train-the-Trainers (Refresher) Course on Radiation Safety Time-Table 28 June to 2 July 2010 National IAEA Training Course on Radiation Protection in Diagnostic and Interventional Radiology, Dushanbe, Tajikistan, 5-9 November 2012 National IAEA Training Course on Radiation Protection in (RP) Industrial Applications of Radiation Sources, Dushanbe, Tajikistan, 12 – 16 November 2012 Fellowships, SV, Equipment delivery, Construction of New training Center.

14 National Strategy for Education and Training in radiation protection and safety of ionizing radiation sources Developed and agreed with all ministries and authorities. Approved by the Parliament in May 2013 (Amendments prepared in light of recently published Governmental Decree). Amendments will include MS courses on RP and SRS To enable the Nuclear and Radiation Safety Agency and all organizations and institutions using radiation sources in practices in the Republic of Tajikistan to build and maintain sufficient qualified and trained personnel required for regulatory control and for operation of radiation practices in an structured manner to meet the requirements of the legislative framework in compliance with national and/or international standards.

15 NRSA is a Focal point for CBRN
NRSA is a Focal point for CBRN. The National Plan of RT on Implementation of UN SCR 1540 is realizing since 2016 and NRSA is a National Coordinator for Implementation of NP. One of the requirements of UN SCR 1540 is CBRN Safety. Education and Training of Specialists is one of the main aim of the National Plan. The Training Centre is located close to Institutes of Chemistry and Biology, therefore, using the base of Institutes we would like to create courses for CBRN Safety. Next step will be to advance Training Center to Regional grade for Central Asian countries. Because of it, we amended the National Strategy and at the present time it is on the stage of Agreement with Ministries and Comities. The process of agreement takes longer time. It should be considered that all the process is going from the start.

16 National Strategy for Education and Training in radiation protection and safety of ionizing radiation sources Activities performed: Analysis of training needs – completed (512 RW, 236 RPO, 20 Regulator = 768 to be trained at different levels) Development of a national education and training program – ongoing (Syllabus implemented in TSU, TSMU, MC, TT universities, MoC signed, three-phase training: Development: ; Development and implementation ; Full implementation ) Effective implementation of the national training program – ongoing (Quality management program) Evaluation of the effectiveness of the national concept and the program – planned EduTA mission in 2018

Translation of IAEA CDs with lectures from English to Tajik language due to technical terms. Approval of the strategy Construction of the new building

19 Development of a syllabus for a MSc in radiation protection
After issuance of Governmental Decree, Master Degree syllabus was developed and approved on specialization of «Radioecology» Level of training: Master Specialization : Radioecology Profession: Radioecology (radiation safety) Period of training: 2 years
