1 Elvis Langley - THCVS Paul Burgess - LBTH
Co-production Elvis Langley - THCVS Paul Burgess - LBTH I will introduce you, then feel free to say what you want.

2 What is co-production? (We’ve all heard the word before, but…)

3 Involving all stakeholders in:
Co-design of services Co-delivery of services Co-assessment / evaluation of services But also… At it’s most basic…

4 The Core Economy “Family, neighbourhood, community are the Core Economy. The Core Economy produces: love and caring, coming to each other’s rescue, democracy and social justice. It is time now to invest in rebuilding the Core Economy.” Edgar Cahn

5 Asset vs. deficit based thinking
“The fact that social needs continue to rise is not due to a failure to consult or conduct opinion research. It is due to a failure to ask people for their help and to use the skills they have. This is the forgotten engine of change that makes the difference between systems working and failing. “Instead, people are defined entirely by their needs and so those needs become the only asset they have.” The Co-production Manifesto - New Economics Foundation (2008)

6 Some questions Why bother? What are the difficulties?
What are the benefits? ‘We are being asked to think more and more to introduce co-production approaches into services…’ Ask them to group up and consider questions on slide and get answers. Feedback session.

7 Ladder of co-production
Q: What examples of co-production do you have? Where do they fit on the ladder? Add text Is it true in your experience that higher up means better?

8 Principles of co-production
Definition Taking an assets-based approach Transforming the way people are perceived, so that they are seen not as passive recipients of programmes, but as equal partners in designing and delivering them. Building on people’s existing capabilities Altering the delivery model from a deficit approach to one that provides opportunities to recognise and grow people’s capabilities and actively support them to put these to use. Reciprocity and mutuality Offering people a range of opportunities and incentives to work in reciprocal relationships with each other across sector boundaries, with mutual responsibilities and expectations. Peer support networks Engaging peer and personal networks as the best way of transferring knowledge, encouraging involvement and building expertise. Breaking down barriers Removing the distinctions between professionals and beneficiaries, and between producers and consumers, by reconfiguring the way programmes are developed and delivered. Facilitating rather than delivering Enabling professional organisations and institutions to become catalysts for change which is ultimately led and shaped by others. Consider previous questions and answers shared in relation to these principles – in small groups again. Does thinking about it in this way change anything? Does it change when you think that, to a commissioner, you are the person (or organisation) to co-produce with?

9 Community Cohesion co-production pilot (1)
Co-production training 11th or 26th Jan Develop shared understanding of concepts Agree approach to process Cohesion training & Outcomes development workshop 8th Feb Define long term and intermediate outcomes Agree service qualities Online feedback 14th-17th Feb Opportunity to feedback on outcomes framework as it develops Improvement workshop 23rd Feb Present back outcomes framework Make improvements Develop indicators I will say that this is a process as an example of co-design in action. Paul - speak through the actual process of what LBTH did, as per last workshop.

10 Community cohesion co-production pilot (2)
Further training 28th Feb-12th March Consortia and alliances Bid writing Using online portal Invitation to tender 13th March Outcomes-based specification Co-production as a service quality Deadline for responses 10th April Contracts awarded 31st May Practical work to deliver outcomes begins Contract mobilisation of 3 months (to end August 2017) Contract delivery of 1 year (to end August 2018) Paul

11 Future Developments Community cohesion strand of Mainstream Grant is just the first of a wider process Shift to commissioning for other Mainstream Grant strands We will co-produce the outcomes framework for each strand that moves over This is a learning (together) process Paul Perhaps say something about the learning from the process – timelines and community involvement?

12 Other examples Healthy Communities Tender.
Successful applicant co-produces the specification with the community after the procurement process. Elvis Invite Susie / Judith to speak for up to 5 mins on this.

13 Questions How can LBTH and the VCS best engage the community in:
Co-design? Co-delivery? Co-assessment? Challenges? Solutions? Think about the best way to get feedback from the community. What are the challenges? Solutions?
