1 PHILADELPHIA DISTRICT Deliver the Program, People Matter
Command Brief April 2016

2 AN OVERVIEW: Philadelphia District
Since 1866 AN OVERVIEW: Philadelphia District Overview Planning, Designing, Constructing, Operating, Maintaining, and Permitting Military and Civil Works projects in an environmentally sustainable manner. Power Program support to 249th Prime Power Engineer Battalion 2 RCX’s: Bridge Inspection & Evaluation; Groundwater Modeling HQ’s USACE Marine Design Center is co-located with District Lead Federal coordination for the Delaware River Basin Commission District Capabilities Master Planning, Sustainability Construction Management Engineering, Design, Inspection Dredging Operations and Maintenance Disaster Response & Recovery Environmental Services Estimating, Value Engineering Coastal Storm Damage Reduction Modeling Independent Technical Review Reach-back capability The Numbers 9 million Americans 1.1 million acres of wetlands 15,000 square miles in total area 550 miles of federal channels 500 Army Civilians 150 miles of coastline 25 congressional districts 5 states; 5 dams 5 highway bridges 4 canals 2 watersheds (Delaware River, Atlantic Coastal Plain) 1 seagoing hopper dredge Here are some of the important stats about our region. Key points to note is that we have a very high number of military installations in our footprint and that we have roughly a quarter of all members of congress representing districts in our region. Both of those facts have given us, historically and relatively, a very large program.

At Dover, the Air Force’s busiest aerial port, we have completed a number of construction projects in support of the 436th Military Airlift Wing, including the Air Freight Terminal complex, Armed Forces Medical Examiner System Facility, Joint Personal Effects Depot, Fitness Center, and Air Crew Flight Equipment facilities, all completed in 2011. Leading our current list of projects is the $10.2 million Consolidated Communications Facility. The future brings a C-5M Formal Training Unit Facility and a new fully enclosed hangar. At Fort Dix, an Army Reserve Command installation used primarily as a platform to mobilize and deploy units overseas, we have completed a new Ammunition Supply Point, a Centralized Tactical Vehicle Wash Facility, barracks renovations, and most recently the construction of a multi purpose flight simulator building for the USMC. EPA Superfund (Regions 2 & 3)/ Brownfields and RCRA (Region 3) Historically one of the largest Superfund programs in USACE 8 federal lead sites currently under remediation 11 active responsible party oversight/technical assistance $350k/year RCRA technical assistance at multiple sites. $520k/year Brownfields Project Management Federal Aviation Administration Build Taxiway Lighting Test Bed (Cape May) US Fish and Wildlife Beach and dune restoration at Prime Hook NWR National Cemetery Administration Contracting and construction support for miscellaneous maintenance and repair projects Naval Surface Warfare Center Engineering and construction services (Philadelphia & Bethesda, MD) Defense Logistics Agency Legacy BRAC Environmental cleanup at Defense Supply Center Philadelphia Lipari Landfill Superfund Site (EPA) INTERAGENCY SERVICES In this program we operate essentially as a government-owned engineering firm. This District’s biggest customer by far is EPA Region 2, for whom we have managed numerous Superfund projects in New Jersey over the past three decades. Another important customer is the Coast Guard, who turned to us a few years ago for rehabilitation of a vertical lift bridge in the Philadelphia Navy Yard. We also provided hydrographic surveying support during their investigation of the November 2004 Athos I oil spill in the Delaware River. As already mentioned, the Corps provides a wide variety of support services to FEMA during declared disasters. Within hours after the terrorist attacks on September 11, five of the McFarland’s crew were helping shuttle people across the Hudson on Corps work boats. In the following weeks, some 40 onsite district volunteers were involved in water transportation, structural surveys, and administrative and logistical services. We also support FEMA with GIS-based technical services for flood insurance studies and hurricane evacuation plans. We have previously done work for the Department of Housing and Urban Development, the Federal Aviation Administration, and the City of Philadelphia. Our more recent customers include the Department of the Navy (for building renovations and maintenance dredging), the Department of Veterans Affairs (for road repairs at historic Beverly National Cemetery, Burlington County, N.J.), the Department of Homeland Security (for laboratories and explosives storage facilities), and the National Park Service (for storm damage repairs, environmental investigation and remediation, and hydraulic studies). Civil Works Program Navigation More than 500 miles of authorized channels Delaware River Deepening: Scheduled for completion in FY17 McFarland: Successfully responded to navigation emergencies in Southwest Pass, LA in FY2015 and FY 2016 Most highway bridges in USACE Flood Damage Reduction Five dams in eastern Pa., all built primarily for flood control F.E. Walter Dam: unique recreation mission (weekend releases) Blue Marsh Lake: nationally acclaimed trail system Storm Damage Reduction Highest percent of shoreline protected in USACE Beachfill/dune systems in place at 13 locations in NJ & DE; 2 more currently being completed under PL113-2 (Sandy); final 2 ABUs to be award FY16/FY17 depending on real estate. $230M+ awarded contracts in FY15 including 4 ABU contracts $240M+ scheduled to award in FY16 & FY17 including Final 2 ABU projects Regulatory Perennial USACE leader in permit processing turnaround Average of about 2,500 applications processed annually Sen. Roth & St. Georges Bridges Beach Nourishment The Corps civil works program includes navigation, flood and storm damage reduction, ecosystem restoration, watershed planning, environmental remediation, emergency management, and regulation of the nation’s waters and wetlands. The Dredge McFarland, one of 4 ocean going hopper dredges calls Philadelphia its home. It works in the Delaware River and in ready reserve status, enabling it to respond to dredging needs around the country. We operate 5 dams in eastern Pennsylvania that were constructed in the 60’s and 70’s and have prevented millions in damages in Delaware River tributary watersheds. We have an extensive coastal storm damage reduction program in New Jersey and Delaware and have completed beachfill projects for a number of communities. FUSRAP refers to the Corps’ Formerly Utilized Sites Remedial Action Program, which covers 43 sites involved in World War II’s Manhattan Project. The Philadelphia District has been removing contaminated material at one of these sites, the DuPont Chambers Works plant in Deepwater, New Jersey. Dredge McFarland BUILDING S RONG
