2. Performance Targets
2010/11 Target: To be one of the 10 Forces nationally with the lowest levels of Serious Acquisitive Crime
1 Year Target: To achieve a reduction of at least 2% in Serious Acquisitive Crime
2010/11 Target: To be one of the 10 Forces nationally with the lowest levels of Serious Violent Crime
1 Year Target: To achieve a reduction of at least 15% in Serious Violent Crime
2010/11 Target: To be a leading Force in delivering positive outcomes for victims of crime
1 Year Target: To deliver a positive outcome in at least 33% of all offences with an expectation that of this 30% of Offences are Brought To Justice
2010/11 Target: To be one of the 10 Forces nationally with the highest percentage of people who agree that ‘The police and local council are dealing with anti-social behaviour and crime that matter in this area’ and to meet the Home Office set target for this measure
1 Year Target: To exceed 84% of respondents to the public survey who agree that ‘The police and local council are dealing with anti-social behaviour and crime that matter in this area’

3. Performance Targets
1 Year Target: To exceed a 86% level of victims who are satisfied with the overall service provided by the police
2010/11 Target: To deliver our services in line with the content and spirit of the Policing Pledge
1 Year Target: To exceed a 86% level of victims of racist incidents who are satisfied with the overall service provided by the police
1 Year Target: To exceed a 80% level of victims of Anti-Social Behaviour incidents who are satisfied with the overall service provided by the police
1 Year Target: To exceed a 94% level of victims who are satisfied with the ease of contacting someone who could assist

To achieve a reduction of at least 2% in Serious Acquisitive Crime (compared to 2008/09)
This is a measure of the Crime Levels and associated Crime Reductions in relation to Serious Acquisitive Crime.
National Average, National Top 10 and National Top have remained relatively stable throughout 2008/09.
Decreases in Serious Acquisitive Crime recorded by Devon & Cornwall Constabulary during 2008/09.
YTD 2008/09 (Apr-Dec) = Crimes per 1000 population (Total 11,189 - equates to a 6.8% decrease).
Consistently in the Top 10 Forces nationally, currently 5th YTD.
Serious acquisitive crime is defined as the following (As per APACS and PSA):

It is appreciated that the target levels are quite modest - this is to ensure that they are achievable given good crime reduction performance this year - the aim is to maintain a top 10 position whilst allowing resources etc to focus on performance areas where a significant improvement is required.
Given current good performance in this aspect, the One-year Milestone Target of a 2% Crime Reduction (compared to 2008/09 crime levels) is realistic and achievable and should maintain a top 10 position nationally - this equates to approximately 25 less crimes recorded per month.

To achieve a reduction of at least 15% in Serious Violent Crime (compared to 2008/09)
This is a measure of the Crime Levels and associated Crime Reductions in relation to Serious Violent Crime.
National Average and National Top 10 have remained relatively stable throughout 2008/09.
Increases in Serious Violent Crime recorded by Devon & Cornwall Constabulary during 2008/09.
YTD 2008/09 (Apr-Dec) = Crimes per 1000 population (Total equates to a 24.2% increase).
Currently 15th YTD and 15.3% above the Force ranked 10th.

Given the current increasing trend in Serious Violent Crime, the One-year Milestone Target of a 15% Crime Reduction (compared to 2008/09 crime levels) should contribute to obtaining a top 10 position nationally - this equates to approximately 13 less crimes recorded per month.

6. Detecting Crime
Responding to Crime
To deliver a positive outcome in at least 33% of all offences with an expectation that of this 30% of Offences are Brought To Justice
This is a measure of the Offences Brought to Justice.
Latest National Figures show that Devon & Cornwall Constabulary were ranked 24th for the 12 month period to August 2008 (29.9%).
The Latest National Figures show that the force ranked in 10th place had an OBTJ rate of 35.0%.
Given the current position of Devon & Cornwall Constabulary relative to other forces nationally, the One-year Milestone Target of 33% should move Devon & Cornwall Constabulary to a leading position by 2010/11.

7. Confidence and Satisfaction

To exceed 84% of respondents to the public survey who agree that ‘The police and local council are dealing with anti-social behaviour and crime that matter in this area’
With 52.6% of the respondents to the British Crime Survey agreeing with the above statement, Devon and Cornwall Constabulary are currently ranked 4th nationally.
The table below shows the results to the public survey conducted internally by Devon & Cornwall Constabulary (732 respondents).
Given current good performance in this aspect, the One-year Milestone Target of an 84% confidence will be challenging but should have a positive impact on the results of the British Crime Survey.

This is a measure of the satisfaction level of victims of burglary, vehicle crime, violent crime and those involved in road traffic collisions with regard to the overall service provided by police.
National Average, National Top 10 and National Top have seen a slight increase.
The Satisfaction Level in Devon & Cornwall during 2008/09 has slightly decreased and is no longer in the Top 10.
12 months to Dec 2008 = 82.7% Satisfaction Level in Devon & Cornwall.
Data is collated in-force for this aspect by victim type - however, national comparator data available on iQuanta groups all users together with the exception of victims of racist and ASB incidents.
Given the increasing trends nationally, an upturn in performance is required to obtain a top 10 position nationally. Therefore, maintaining the current Target attainment level of 86% should facilitate a top 10 position nationally if achieved.

This is a measure of the satisfaction level of Victims of Racist Incidents with regard to the overall service provided by police.
The National Top 10 performing force has seen an increase in the Satisfaction Level.
The Satisfaction Level in Devon & Cornwall during 2008/09 has slightly decreased, but remains just in the Top 10.
12 months to Dec 2008 = 80.3%, this shows a further decrease in the Satisfaction Level in Devon & Cornwall.
Given the increasing trends nationally, an upturn in performance is required to obtain a top 10 position nationally. Therefore, maintaining the current Target attainment level of 86% should facilitate a top 10 position nationally if achieved.

10. Satisfaction
To exceed an 80% level of Victims of Anti-Social Behaviour Incidents Satisfied with the Overall Service provided by the Police
This is a measure of the satisfaction level of Victims of Anti-Social Behaviour Incidents with regard to the overall service provided by police.
There is no National data for 2008/09 regarding the Satisfaction Level of Victims of Anti-Social Behaviour Incidents.
Devon & Cornwall Constabulary have continued to survey Victims of Anti-Social Behaviour Incidents and record the Satisfaction Level.
From Surveys carried out between July and December 2008, the Satisfaction Level = 76.7% and there is some evidence of a slight increasing trend.
Given the increasing trend in Devon & Cornwall Constabulary, a target Satisfaction Level of 80% would be challenging yet achievable.

11. Satisfaction
To exceed a 94% level of Victims Satisfied with the Ease of Contacting someone who could assist
This is a measure of the satisfaction level of All Users (except Victims of Racist and ASB Incidents) with regard to the ease of contacting someone within the police who could assist.
The National Average and National Top 10 performing force has seen an increase in the Satisfaction Level.
The Satisfaction Level in Devon & Cornwall during 2008/09 has slightly decreased, and is now below the National Average.
12 months to Dec 2008 = 92.1%, this shows a further slight decrease in the Satisfaction Level in Devon & Cornwall.
Data is collated in-force for this aspect by victim type - however, national comparator data available on iQuanta groups all users together with the exception of victims of racist and ASB incidents.
Given the increasing trends nationally, an upturn in performance is required to obtain a top 10 position nationally. Therefore, maintaining the current Target attainment level of 94% should move Devon & Cornwall Constabulary to a position whereby a top 10 position should be achievable in 2010/11.
