Australian Councils This was back in February 2008
Safely say councils have led the way Throughout this process local government have often been the carrying the torch (LED). Local Governments started setting targets in the late 90’s with the introduction of the ICLEI Cities fro Climate Protection Program being the first local government model that saw broad scale uptake Driven by the well versed adage of measuring what you manage and aiming for a target Even these targets were not connected to science and in some cases where Councils were not tracking well they would change their targets or abandon them all together.
