2 President Lincoln’s Primary Objective: Preserve the Union
Lincoln’s initial position on slavery 1st inaugural address spoken to Southern States: “I have no purpose, directly or indirectly to interfere with the institution of slavery of in the states where it exists. I believe I have a no lawful right to do so.”

3 The Civil War Begins Response of African American at the begin of 1861 in New York, Boston, Philadelphia, & D.C: Free Black volunteered to fight (rejected); debated by black newspapers; call for complete emancipation. Response of Union political & Military Leader to runaway slaves General McClellan promised to return slaves General Butler declared slaves contraband Port Royal Experiment – contraband were paid to work cotton fields; organized their time and labor; could purchase plot of abandoned land

4 Congress reaction to contraband (slaves)
First Confiscation Act – property (slaves) used to help the Confederacy war effort could be seized. Slaves, who would be contraband, would be set freed As war progressed, Lincoln’s policies on slavery changed Preliminary Emancipation Proclamation – would pay southerners to release slaves Lincoln promotes Colonization of African Americans Freed but forced to settle in the Caribbean, Latin America, & West Africa

6 Lincoln issues the Emancipation Proclamation
White Northerners (Democratic) believed that liberation would free “two or three million semi savages” into the north January 1, 1863 – freed 4 million slaves after 250 years of slavery (Based on the reading yesterday or open the Emancipation Proclamation: What were the limitations?) Lincoln wholehearted accept Emancipation
