4 Project Overview Chosen Method: White Label Plus Partnering with a white label supplier with the ability to brand and market its own energy supply company to local customers and to influence and structure competitive tariffs. Lower cost than other suppliers Not for Profit Low Overheads Smart Meters High Quality Customer Care

5 Key Objectives Tacking Fuel Poverty (1 in 7 households) Supporting Independent Living Supporting Businesses Supported by/Enforced through a suite of KPIs For example: Acquisition of Customers Level of Complaints Satisfaction levels (E.g. Which? Survey) Customer Experience Cheapest tariffs (Gas and Electricity)

Tacking Fuel Poverty Prepayment replaced with Pay as You Go tariffs Help and support to mange bills, become financially sustainable and avoid debt 2. Supporting Independent Living Smart Meters Energy use monitored Data shared with LCC and Care agencies Alert – change to normal energy use Agencies can take action

7 Specification of Services
Supporting Businesses Helping to change tariff easily and quickly e.g. Web switching portal with price comparisons. LCC Provide: Marketing Plan – Council Brand and Mayoral support Public Confidence Help Engagement Unique advertising routes Wide audience E.g. Residents, housing association tenants, university students, public sector works and council staff. Work with partners – potentially Registered Social Landlords and other public sector organisations

Fully Licenced Supplier as Partner: Gas Electricity Dual Fuel Residential and Business Customers Normal range of supplier activities including billing but all under partnership name. (Customers interacting with a local partnership.) Longer term ambition purchase of locally generated energy - Not included now.

9 Procurement Process Concessions based contract (under Concessions Directive ) Following a Competitive Procedure with Negotiation Please read ‘Invitation to Tender – Instructions’ thoroughly ITT Bidder Questionnaire (Appendix A) ITT Tender Submission Document (Appendix B) Specifications, business plans, pricing templates Shortlist / dialogue Re -issue Specification and invite BAFO Final evaluation and award Mobilisation (March 2017) Bidder questionnaire: Reasons for exclusion - mandatory (e.g. criminal conviction) and those at authority’s discretion (e.g. bankruptcy) Minimum capacity levels (financial and technical)

Ask any questions via ProContract Review the Messaging area for updates and responses Do not leave until the last minute – late tenders will not be accepted Do not contact Council representatives during the process, except during formal dialogue Ensure complete and concise responses within word count We may seek clarification on any qualitative aspect of your submission All scored elements are scored against scoring methodology If unsuccessful at any stage, ask for feedback
