2 GB Since end of 2005, AEM has been monitoring and participating in Chinese non-road diesel engine emission regulation development work GB Limits and measurement methods for exhaust pollutants from diesel engines of non-road mobile machinery (Stage I & II) Drafting led by JNATC(Jinan Automobile Test Center) Released on April 3, 2007

3 Current Status Currently valid requirements: GB 20891-2007, Stage II
Chinese 12th Five-Year Plan requires stricter engine emissions control for both on-highway and non-road (catching up with intl. level asap) Drafting work of Stage III for Limits and measurement methods for exhaust pollutants from diesel engines of non-road mobile machinery is led by JNATC (Jinan Automobile Test Center)

Insufficiently transparent drafting process on Stage III for China Non-Road Mobile Machinery Engine Emission Drafts discussions were confined in the JNATC drafting experts panel Multi-national companies are highly self-disciplined and eager to comply with emission regulation Multi-national companies need to get prepared for tests and certification process ASAP

Formed at end of 2012 First meeting on Jan. 21, 2013 4 committee meetings held Currently comprise 30 representatives from 12 AEM member companies: AGCO, Cat, CNH, Cummins, Deere, Doosan, Dynapac, FPT, Komatsu, MTU, Terex, Volvo

Meeting on March 11, 2013 With director and 2 key drafting experts from JNATC (Jinan Automobile Test Center) for Stage III 14 representatives from 9 AEM member companies Thorough and in-depth presentations and discussion on concepts, features and technical details of the new regulation

After Mar. 11 meeting, AEM conducted several rounds of talks with JNATC team and obtained the latest Mar. 22 draft for Stage III Draft was circulated with committee members Draft was translated into English through AEM Coordinated Translation Program

8 Concerns – Future Communication
Implementation date and “mercy period”. Rumors say that Stage III will be released within 2013. To include “equipment” in addition to engines in Scope. (Certification on equipment level?) Durability testing. Cost for DF testing is too high. No test cycle defined for Stage III DF testing. Chinese fuel quality. Maintain “fair-play” market for all companies – effective and strong enforcement is needed. (How to help government on enforcement)

To organize committee members to meet with Ministry of Environmental Protection (MEP) and Chinese Research Academy of Environmental Sciences (CRAES) Meeting time: in May-June To talk about implementation rules and enforcement enhancement
