3 The global context The ocean is covering 71%of the earth,
The sea is bringing 20% of animal proteins with 28% produced by aquaculture, 30% of hydrocarbon exploitation is offshore where the main new reserves are, Huge world biodiversity reserve with more than new species described each year, 60% of the population is living in the coastal zone less than 50km far from the coast line + tourism. The bulk of the world trade is by shipping 3

A maritime strategy for sustainable development, A framework directive for an European marine strategy being enforced, A European strategy for the maritime and marine research, An initiative for Joint Programming, 4

5 A moving landscape for the French marine research
Avoid fragmentation of research Avoid duplication, increase cooperation : an Alliance for sea research at national level, a unique consortium for managing the research fleet, a global infrastructure policy, Increasing role for the Universities (capacity building and research), increasing cooperation with the industry for innovation (cluster for competitiveness); Creation of a large National Research Agency (ANR), and an Evaluation Agency (AERES), Innovative funding streams, investing for the future, 5

Retroactions between hydodynamics circulation and climatic change, Long term observations with satellites and in situ (Coriolis), ARGO profiler under 2000 m, New sensors, High resolution dynamics Exchange between the coast and the open sea 6

Define new food products or bioproducts with the decrease of discards, Bio-molecules for Human health Cosmetic Veterinary Environment Industry Extremophile bacteriae, Micro-algae (high value compounds) 8

Increase the knowledge for fisheries and aquaculture: biology, genetics, pathology, inc new species Population ecology and dynamics Socio economics and information systems 9

The challenges : Identification of maor processes of the dynamics of exploited ecosystems under economical constraints in the aim of ressources and biodiversity preservation, Increase relationships with the fishermen and aquaculturists as co-actors of research 10

11 Axe 5:Encourage a sustainable exploitation of mineral and energy ressources
Better produce the present energy and exploit the known ressources, Identify new oil ressources post 2030, Identify the new mineral ressources and establish industrial interests, Propose ways of exploitation taking care of the environment, Increase the development of marine renewable energy, 11

13 Axe 7: Develop national system to forecast the environmental evolution of coastal waters
Predict to anticipate the evolution and crisis management, Satellites and in situ measurement, Operationnal modelling, Accidental pollutions, Extreme events, Eutrophisation and green macroalgae Microbiological contaminant, Develop economic model 13

14 Axe 8: Optimisation of the fleet for the scientific community
Manage all the French fleet and the associated equipments and instruments, Develop technological research to maintain these equipments at the higheest world standart, Share the fleet with the major Europan institutes (Eurofleets) 14

15 Axe 9:Building a national and an European strategy for the databases
Save, maintain, manage the marine and coastal databases in an integrated way for public access for all the end-users, Buid national network, Build European and international network with common format of exchange, Develop new integrated tools to facilitate access to end-users. 15

16 Axe 10:Maintain and promote technological innovation
Integration of new technologies from the sensors to the equipments toward real time observations; Use our experimental facilities with other institutions, public and private, Maintain quality assurance processes 16

17 Pluridisciplinarity, national and international partnerships for 10 axes devoted to
Integrated approach for sustainable development, Systemic approach by eco-regions, Continuity between education, research, monitoring, expertises, support to the public decision making processes, Be active to the building of the ERA in marine research; towards joint programming, together with the Universities institutes and the ANR (a national research programme) Increase targeted international cooperation with: USA, Canada, Russia, Japan, Brasil, & China Developp stronger multi-latteral cooperation in the mediterranean basin. 17
