TeleEye is quite a young company started in We have a very strong technical and academic background. Our specialized knowhow is in the area of video signal processing, hardware and software designs. The 4 founders of the company were professors and researchers in the City University of Hong Kong before incorporating the company. We are one of the pioneers in developing PSTN video transmission systems. In the last 16 years, our technological advancement have been proven in the industry. We have won a number of international awards and our solutions have received very encouraging response in the marketplace. “TeleEye” is now an international brand in the CCTV industry and our product ranges have been distributed in more than 60 countries. With the initial success and encouraging responses in the marketplace, we decided to become a publicly listed company and raise funds in the financial market in order to further expand our product development and marketing activities. TeleEye was listed in the Stock Exchange of Hong Kong on May 2001. We believe quality of products and quality of services are equally important for our long-term success. Can composite video fulfill nowadays surveillance requirements?
Answer: NO! As video surveillance systems have been getting more and more popular in the last decade, it is in fact a very natural expectation from the end user’s point-of-view, to get high quality, high resolution video. Can composite video fulfill nowadays surveillance requirements? I would say no. Despite the resolution of analogue CCTV cameras have been getting higher and higher, from 400 to 500 and now to more than 600 TVL, the room to further improve becomes smaller and smaller if we do not break through the 6MHz bandwidth restriction in the composite video standard. 7

High Definition vs Mega Pixel
HDTV standard - e.g. 1080p, 1080i, 720p, etc. No standard in resolution 16:9 No standard in aspect ratio Resolution fit for computer & TV screens Too large on computer & TV screens Real time refreshing Slow refreshing rate We could see there are two main market positioning for new high resolution cameras in our industry: mega pixel cameras or high definition cameras. Most analogue CCTV cameras are using image sensors with 270 or 410 thousand pixels. Mega pixel refers to any cameras with resolution exceeding 1 million pixels. However mega pixel cameras do not define any standard on the exact image size, aspect ratio, etc. There are mega pixel cameras with 1.3M, 2M, 3M pixels, 5 or even 8M pixels. Mega pixel cameras do not have a fixed aspect ratio either though most of the mega pixel cameras still produce video in 4 by 3 format which does not fit in the nowadays LCD screen. Owing to the popularity of HDTV, basically all new TV or computer screens support the highest display resolution of 1920 x Hence it would not have any resolution difference if you see a 2M pixel camera, a 5M or even a 10M pixel camera on the screen. Though the video resolution apparently is the same, higher resolution mega pixel cameras usually produce a slower refreshing frame rate. For instance, most of the 5M pixel cameras nowadays in the market can only produce 6 to 8fps. Generally speaking, mega pixel cameras can be considered being evolved from the digital still camera industry. On the other hand, high definition cameras are also mega pixel cameras. They conform to the HDTV standard in the video format including resolution and aspect ratio etc. HDTV resolutions include 720, 1080, etc is equivalent to 1280 x 720 pixels in picture size is equivalent to 1920 x 1080 pixels. All HDTV resolutions are in the 16 by 9 aspect ratio. Though the resolution of HDTV cameras may not be as high as the other mega pixel cameras, it can be fit on the TV or computer screens with real time or very good refreshing rate. I would say high definition cameras are apparently evolved from the HDTV broadcasting industry.

? Open Platform - Mix & Match Technical Support? Compatibility?
“A” company cameras ? “B” company DVR “C” company VMS There is a phenomenon recently observed in our industry. Some companies they only produce IP cameras, but no DVR or video management software. Some other companies they only develop video management software, but no camera. These companies claim their products are compatible with a wide range of 3rd party products. In reality, their customers have no choice and they are required to purchase cameras from “A” company, DVR from “B” company and video management software from “C” company. In fact there are both pros and cons in the “open” and “proprietary” systems. Nowadays I believe everyone can realize the benefit of “open” platform approach. However if technical assistance is required, it would be very difficult for the customers to get a swift service straightaway as the system is provided by a number of vendors. Secondly in such a competitive market environment, every company would produce new models, new updates for their existing models from time to time. Hence you would imagine how difficult it is to ensure the compatibility of various products coming from different design teams, different companies. Thirdly different companies would try to develop some unique features in order to stand out from competitions. However the “open” platform usually only supports the basic features hence the performance of the systems could be greatly affected. Technical Support? Compatibility? Performance?

It is quite a normal request from customers for wider viewing areas of their camera. However if a wider angle lens is being used, they may then complain about the people in the view are not recognizable as the object becomes smaller. Analogue CCTV cameras produces video with aspect ratio of 4 by 3. Analogue CCTV Camera HD CCTV Camera Progressive scan Interlaced scan
Analogue CCTV cameras use interlace scanning in order to double the refreshing rate apparently without doubling the transmission bandwidth. However as there is 1/50 or 1/60 second time difference between successive fields, a rapid moving object would become blurred when showing on an interlace scanning video as the two successive fields could not align with each other. We are not saying MPEG-4 or H.264 are not good video compression. The main problem is that they are both designed for multi-media and not security video applications. Traditional Video Coders
e.g. MPEG-4, H.264 etc. Traditional Video Coder Recording/ LAN/ HD Video Traditional video coder such as MPEG-4 and H.264 produces one single data stream. This single stream architecture is fine for multimedia applications. However video recording and transmission via network are equally important in video surveillance applications. Video recording usually requires a high bit rate data stream as for high resolution and frame refreshing rate. However video transmission via network may require a slow data stream as the transmission bandwidth may be a constrait. Hence the video recording and transmission performance may be affected by the single stream coding architecture of the MPEG-based compression technology. It comes with a vari-focal f=2.7-9mm auto-iris lens with mechanical switchable IR-cut filter. With its IR illumination board, it gives reasonable night view in complete darkness up to a range of 15m. It offers real time recording performance for 16 MX cameras with a total recording frame rate of 400fps at 720p resolution. We are offering two storage options for sureREC HD recorder: 1TB and 3TB. The operating system and all required software are pre-installed and configured to cater for the 7x24 non-stop recording and monitoring requirements. Before delivering to our customers, sureREC HD recorder has been configured with a specific Windows Group Policy in order to ensure the system reliability, security and performance. 25

Versatile software applications In addition to sureREC HD recorder, GX Series is a range of embedded video recording servers coming with 4, 9 and 16 video channels. The GX video recording servers separate the video with the existing corporate network. Each MX camera should be connected to individual network port. The GX Series video recorder server would configure the appropriate settings for each connected camera automatically hence in other words users are not required to handle the tedious network configuration for the cameras. Similar to RX video recording servers for analogue cameras, GX video recording servers also conform to BS8418 standard hence it is particularly suitable for visual alarm verification applications. GX Series video recording server is also supported by sureSIGHT and other viewing software for remote viewing. We expect to firstly deliver GX models in the 3rd quarter this year. 27
