5 Need for the scheme Existing station has early 1900’s design
Last major capacity upgrade in 1930’s No step-free access Narrow passageways and stairs Located at a busy junction with heavy traffic and pedestrian flows / congestion Station is the 11th busiest on the network with over 65m using the station in 2015 up from xxm in 2013 (that’s 192,000 passengers per weekday) AM Peak – busy exit and interchange flows PM Peak - passengers regularly held outside the station, for up to 20 minutes Changing between lines in the peak periods is difficult Impact on Covent Garden, Russell Square and King’s Cross stations as passengers use alternative routes

8 Need for the scheme – future demand
As London continues to grow, Holborn will see an increase in demand for station use: By 2031 estimated demand will increase: - AM Peak 20% - PM Peak 29% Holborn Growth Area: GLA target for 2,000 new jobs and 200 new homes Holborn Growth Area in yellow Holborn station For the transport network: Capacity upgrade is part of a large investment programme to transform the Piccadilly and Central lines For the local area: Stimulating local economy within LBC designated Holborn Growth Area

9 Project Objectives To increase capacity at Holborn station, with the aim of reducing journey times and congestion, particularly for interchange routes Provide step-free access Improve the look and feel of the station, both inside and out Improve fire, evacuation and security protection measures throughout the station Contribute to the Mayor’s Transport Strategy Holborn being crucial to ensuring benefits from Central and Piccadilly line capacity upgrades are fully realised. KEEPING STATION OPERATIONAL throughout works – in particular as Picc line stations up and down are lift only stations. Feasibility stage concluded that we ‎needed additional escalator and interchange capacity and only way to provide this was to deliver a new second entrance = more tunnels/ passageways. Couldn’t be accommodated within existing station without prolonged station closure c5 years. Consequently needed to identify a location for a second entrance to build scheme offline.

10 Understanding our customers
In March 2016 a passenger survey was commissioned by Bee Midtown Business Improvement District and TfL: Strongest flow of movement is eastwards 90% of passengers walked to final destination 70% of passengers are commuting to/from work 14% travelling to/from a place of education Destination proportions 16% 29% 20% 35% Mar 16 Travel Survey - LU and Bee Midtown contacted regular station users and businesses to understand their travel behaviour. Nearly 2,000 responses representing a 4% response rate – very good. Understanding customer destinations was key in identifying locations for a possible new entrance. Graphic shows geographical split of passenger destinations focussed on the High Holborn junction: Nearly two thirds travel to east of existing station of which 29% are destined for north-east quadrant where additional 2,000 jobs forecast in Growth Area. Resulting in equivalent proportion to south-east quadrant. Line use – nearly 60% (57%) of users accessed Holborn on Central line. Therefore, creating most direct access to Central line platforms benefits majority of passengers. LU has spend last 3-4 years investigating capacity upgrade options. On basis that existing station will serve passengers from south – three factors: (1) Central line demand; (2) Growth Area and (3) passenger destination proportions results in north-east quadrant being preferred geographical location for second entrance.

PRE-AMBLE BEFORE SWITCHING TO THIS SLIDE: We have spent last three years exploring feasible options and the online survey was key to further confirming preferred option. Next slide shows the preferred location for the second entrance structure in Procter Street at the heart of the Holborn Growth Area. Inset image shows how Procter Street looks today with Runners Need and Cycle Surgery retail units and 110 High Holborn air rights bridge. New second entrance in Procter Street Step-free access lifts Where is it: new proposed entrance location in context of existing Kingsway station Key messages: New second entrance would sit at heart of Holborn Growth Area Fronts on to High Holborn – good station presence. Generous station forecourt provided to allow space for passengers and those waiting at pedestrian crossings. Minimises property impacts with new entrance structure - similar to VSU - located within widened pavement from 4m to 12m. Requires reduction in number of traffic lanes in Procter Street from four to single southbound bus lane and two-way cycling, whilst prioritising corridor for pedestrian movement. Existing footway outside Runners Need/ Cycle Survey maintained at 4m width. Improved Kingsway entrance Note: Revised street level layout including planned changes at junction of High Holborn with Kingsway is indicative and subject to LB Camden’s emerging design proposals scheduled for delivery in 2018.

Doubling the size - nearly of existing station, additional eight escalators and three new lifts Piccadilly line is around 42m below ground – so deep tunnelling from new station box in Procter Street. Nearly 400m of new tunnels created. Piccadilly line passageways added to and widened. Noting that new passageways are significantly wider than existing. Utilising existing infrastructure – basement under Procter Street and disused Aldwych branch Platform 5 brought back in to use – Platform 5 creates new Piccadilly line concourse - crucial area for linking new escalators and step-free access. Collaboration - we are working closely with London Borough of Camden to develop the proposals further Temporary - construction will mean closure of southern end of Procter Street to road traffic for about four years Permanent - after works Procter Street highway capacity will be reduced from four general traffic lanes to: single bus only southbound lane with two-way cycling improve public realm and create more footway space Local road network - likely changes to Holborn Gyratory and local road network during and after construction We have carried out early traffic modelling with London Borough of Camden It is a major scheme and highly complex given depth of tunnelling and existing interfaces – typical of station capacity upgrade project. Wordy slide – does have impacts on you, being honest with you. Current stage of the proposals. Integrated and working closely with Borough. Environmental impacts – have to be assessed as part of the planning and TWAO process.

19 Indicative Timeline 2014-16 Feasibility and design studies Early 2017
Engagement – residents & property owners Late 2017 First Public Consultation Further design and Public Consultation 2020 Apply for permission from Government (Transport and Works Act Order) 2017 – focus on briefing stakeholders on emerging proposals and listening to stakeholder views on the design in developing further. Scope and duration of works and associated environmental impacts require a Transport and Works Act Order (TWAO) for permission to build the scheme. Planning consent - Secretary of State for Transport decides whether to approve the proposed works. TWAO requires stakeholder engagement & consultation - which allows any interested stakeholder to have their say. Public inquiry is usually held to incorporate stakeholder views. Environmental Statement required to support TWAO. Once have TWAO powers – six years of construction with new Procter Street entrance opening in 2026 then shut existing and complete SFA and existing entrance modernisation. 2020 Public inquiry 2021 Government decision Start of six year construction programme
