10 Questions Should the system be designed so that Cohort institutions input their own data, or do they provide raw data to Cohort facilitators who manage entry of data into the online system? Is this framing of the data (by Indicator/by Institution) useful? How much normalization is necessary around data that compares institutional efforts? Should, for instance, budget expenditures on a community program be normalized to total institutional spend? Is this approach, where a curated set of visualizations is presented, sufficient? Or do we need to also provide Cohort users with the ability to develop custom visualizations that combine arbitrary sets of indicators? What does an implementation roadmap look like?
