Electorate New voters Counties Added 1,200,000 Total now 2,520,000 1/3 of male pop Mostly working class living in towns. Democracy? Farm and Mine workers not able to vote. Seats remained Tory BUT Results of the Second Reform Act Voting Still open. working class voters still swayed by employers Education Party Politics Distribution Parties now had to be organised. Beginning of party organisations 1867 contributed to Introduction of 1870 Education Act ‘we must educate our masters’ Still some small towns with 2 MP’s (Tiverton) same as Glasgow Pop 1,000,000
