5 CAF Improvement identification, prioritization and implementation
A study of inspiring practices installed in 20 Public Sector organisations throughout Europe and the methodologies for prioritization. CAF Study Part 1: 20 improvement actions leading to better performance as the result of CAF Austria, Belgium, Estonia, Finland, Germany, Greece, Italy, Norway, Portugal, Poland, Slovakia, Slovenia, Spain Part 2: The prioritisation methodologies (selected approaches) EIPA, Italian, Portuguese, Polish, Austrian, Finish, Slovakian

6 Context The present study builds further on the findings of the Italian study (6th CAF Event, Rome 2014) CAF in the Education Sector. Successful stories of performance improvement, broadening the scope to whole public sector and describing good practices more in detail. Thanks to the engagement of all European National CAF correspondents, the Slovak presidency and the European CAF Resource Center at EIPA, received 43 cases and had the difficult task to select 20 of them. This study introduces examples of concrete success stories from 13 different countries, evidence-based, described by the process owners themselves. The selected organisations were found to be inspiring and innovative, dealing with themes of the EUPAN Strategy Paper (July 2016 – July 2019) and the Rolling Programme of the different presidencies in the coming 3 years.

30 CAF Event Conclusions The Event enabled better understanding of possible impact lines between CAF results and enablers through examples of concrete success stories based on evidence and described by the process owners in an accessible way. The Event provided an opportunity to find out how CAF users in the different countries define opportunities for improvement and decide process priorities. The Event here again was a successful forum for presentation and discussion of the findings and conclusions of the European study on CAF implementation. All information gathered through plenary and parallel sessions provided the occasion for CAF users, national experts and other public employees to exchange and collect ideas based on inspiring practices installed in 20 Public Sector organisations and the methodologies used for prioritisation.
