1 EOSC Governance Development Forum
4 May 2017 Per Öster

2 Governance Development Forum
Enable stakeholders to contribute to the governance development A platform for information, dialogue, and development The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

3 EOSC Governance Development Forum
Direct input from stakeholders/members Dialogue, meetings, statements, whitepapers Surveys The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

4 Results of the questionnaire
- Ways to engage stakeholders in the development of the EOSC governance framework

5 Target group of the questionnaire
Participants from three EOSC stakeholder workshops in and 2016: - 30 November 2015, Brussels: organised by HLEG EOSC to discuss the challenges and possible solutions for EOSC. - 5 Feb 2016, Rome: organised by EUDAT, EGI, OpenAIRE, GÉANT, and LIBER to understand the roles of e-Infrastructures and RIs in EOSC. - 29 June 2016, Brussels: organised by EC for Member State representatives to discuss preparation of a roadmap outlining the governance and funding of EOSC. Questionnaire sent to 68 respondents - 21 responses. Respondents mainly represented RIs followed by e- Infrastructures. Funding Bodies the least represented. The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

6 Report about questionnaire
A report with results and some conclusions is available: The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

7 Main issues discussed in workshops
Further Explanation Scope of EOSC and communication Should EOSC become a physical cloud infrastructure or a set of principles guiding a federated implementation (rules of engagement) a clear definition of what EOSC is importance and role of the research infrastructures use cases The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

8 Main issues discussed in workshops
Further Explanation Governance and funding of EOSC These should be based on strong national coordinating building blocks embed the practical advice of repository managers, IT service operators and researchers in the governance and operation of EOSC governance model must take into account the incentives of researchers to share their data synergies between research infrastructures and e-infrastructures governance structure that involves stakeholders compliance to GDPR and its national implementations to gather funders from member states together for a discussion The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

9 Main issues discussed in workshops
Further Explanation Acceptance of FAIR principles HLEG report, doubts around if the full research community or the research infrastructures will be standing behind the report sensitive data management and sharing (informed consent management, dynamic consent) sensitive data processing interfacing and interoperability data quality The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

10 Ways of stakeholder involvement
Ways of involvement Users attracting users to drive the development of EOSC being better informed and becoming users Research infrastructures ESFRI infrastructures could play an important role disseminating the EOSC into specific communities intensive interaction is needed between research infrastructures and EOSC (also on a practical level) Interest and advocacy groups these groups should be welcome and involved in the governance structures of EOSC e-Infrastructures draw on the experiences of e-infrastructures in regards to funding and governance workshops to capture the opportunities and potential pitfalls of different models intensive interaction between research infrastructures and EOSC, also on a practical level The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

11 General conclusion “The results of this questionnaire suggest that research communities and the concerned national research agencies should lead the implementation of EOSC and approve the EOSC governance implementation.” Small sample but support for the approach taken by the EOSCpilot The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

12 Assumption about path forward
Let’s assume that EOSC to its nature is a federation of interoperable entities This would imply a federated interoperable governance framework Have a look at the new “European Interoperability Framework” for inspiration “Promoting seamless services and data flows for European public administrations” The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

13 Interoperability Framework

14 Interoperability Layers
The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

15 Towards interoperable governance
Legal (policy) interoperability Organizational interoperability Semantic interoperability Technical interoperability The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

16 Legal interoperability
Legal interoperability is about ensuring that organizations operating under different legal frameworks, policies and strategies are able to work together Legal (policy) interoperability The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

17 Organisational interoperability
Business process alignment Document the business processes using commonly accepted modelling techniques and agree on how these processes should be aligned to deliver the services of EOSC Organizational relationships Clarify and formalise the organisational relationships for establishing and operating EOSC Organizational interoperability The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

18 Semantic interoperability
Support the establishment of sector-specific and cross-sectoral communities that aim to create open information specifications and encourage relevant communities to share their results on national and European platforms (e.g. RDA) Management of metadata, master data and reference data should be prioritised Perceive data and information as a public asset that should be appropriately generated, collected, managed, shared, protected and preserved Semantic interoperability The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no

19 Technical interoperability
Use open specifications, where available, to ensure technical interoperability when establishing EOSC services Technical interoperability The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no
