Purpose To provide contractual language and policy awareness for Doc. 46 Representatives in the following areas: Active Tuition Assistance (ATAP) Inactive Tuition Assistance (ITAP) Surviving Benefits (STAP)

4 Memorandum of Understanding Tuition Assistance Plan
Module 10: Tuition Assistance Plan (TAP) Memorandum of Understanding Tuition Assistance Plan The UAW-GM Tuition Assistance Plan is designed to enhance the opportunity for advancement for active and laid-off UAW-represented GM employees. The TAP program provides financial assistance to UAW-represented GM employees to attend approved licensed or accredited schools including colleges, universities, proprietary or vocational/technical schools. The program also allows UAW-GM workers to select various types of training or education based on their situation and goals, which is subject to approval by the UAW-GM Center for Human Resources (CHR) TAP Administrators. The CHR has developed definitive guidelines for the administration of the TAP program. The 2015 National Agreement MOU for TAP provides the framework and principles for the development of these guidelines. UAW-GM TAP is jointly administered by the CHR. Issues or concerns regarding TAP should be brought to the attention of the Joint Skill Development and Training Committee.

5 ATAP Eligibility Active – Traditional
Module 10: Tuition Assistance Plan (TAP) ATAP Eligibility Active – Traditional UAW represented GM employees with 90-days seniority and on the active employment roll

6 ATAP Eligibility Active In-progression employees
New In-progression employees, as defined by the Memorandum of Understanding In-progression Wages and Benefit Agreement are eligible for ATAP benefits.

7 Active Workers (ATAP) Per Year
Degree-related $5,000 Job-related $2,200 Personal Enhancement $1,450

8 Military Service Leave
Employees on Military Service Leave under the provisions of Paragraph 112 of the National Agreement are eligible for Active TAP benefits. These employees must first exhaust all military tuition assistance prior to utilizing TAP.

9 Educational Leave of Absence
Active employees on an Educational Leave of Absence, under the provisions of Paragraph 113, pursuing a 4-year degree or graduate degree are eligible for ATAP.

10 Surviving Spouse/Dependent Eligibility
Surviving spouse of a deceased UAW represented GM employee, who was active at the time of death, is eligible for the remaining balance of the employee’s current TAP. If the surviving spouse does not use this benefit, the eligible dependent(s) may use the remaining balance of the deceased employee’s current TAP benefit during a period equal to the length of the present agreement following the date of the employee’s death. The amount does not accumulate from year-to-year.

11 ITAP Eligibility Indefinite Layoff Closed Plant
Be a UAW-represented GM U.S. employee Be on indefinite layoff from a closed plant Have a minimum of one year seniority as of the day of layoff Have recall/rehire rights under the terms of the 2015 National Agreement

12 Inactive Workers (ITAP) (Determined by Seniority)
Per Contract Year 4 Years Seniority or more $8,400 3 – 4 Years Seniority $7,400 1 – 3 Years Seniority $6,400

13 RTAP and DSP Retiree Tuition Assistance Plan (RTAP) and the Dependent Scholarship Program (DSP) remain suspended

14 Tuition Assistance Plan Guidelines
Log into the UAW-GM Joint Activity System (JAS) to access the Tuition Assistance Plan Guidelines at:

15 TAP Approved Tuition or compulsory Fees Registration Laboratory and Mandatory Service Fees Book Fees up to $200 per calendar year for degree-related courses (out of the yearly allotted active TAP benefit amount)

16 TAP Not Approved Supplies, Equipment, Products, or Materials Late Registration or Add/Drop Fees Transportation or Parking Fees Student ID Fees Meals or Recreational Activities

17 Continued: TAP Not Approved
One-Time or Non-Mandatory Fees (i.e., Application Fees) Test or Examination Fees Graduation or other expenses Any expense(s) which are being paid by, or that are eligible from, other educational financial aid sources

18 TAP Educational Providers
Approved Schools: All new schools are evaluated by TAP Administrators The schools must be accredited by a nationally or regionally recognized accrediting agency such as: American Council on Accreditation or a government approved license by the state board of education. Accreditation is mandatory for degree granting institutions.

19 TAP Educational Providers (continued)
Educational Provider Eligibility: Provider must not allow employee to start class(es) without a TAP “Official Approval Certificate” (Voucher) Must be in operation for at least two (2) years Brick and mortar location in the state in which it is providing services Must have an existing refund policy

20 Course Eligibility Approved
Must be offered to the General Public with published tuition cost and fees College or University course(s) are generally covered in an accredited degree program Adult education, business, trade, vocational or technical school courses are reviewed by the TAP Administrators for eligibility Courses leading to a GED or high school completion, if not provided free of charge by the state in which an employee lives or attends school Basic skill courses

21 Course Eligibility Not Approved Sports, Games, and Hobbies Courses related to job specific training approved through Local Joint Funds Non-degree related correspondence courses are generally not TAP approved

22 Course Eligibility Not Approved
Lecture/Seminars/Workshops are not approved, if: Taken during regular scheduled work hours Course content, length, and cost are not determined eligible by the TAP Administrators Cost of material/meal is not itemized Completion verification is not issued No refund policy Approved institution is not the actual sponsor

23 Application All applications must be completed and submitted online All classes must be approved by TAP prior to the start of class TAP is designed to be a pre-paid program

28 Tuition Application Procedure Active Work Force
Employee submits online application Employee submits on-line application ninety (90) days prior to start date. Deadline for submitting on-line application is five (5) days prior to the start of class(es). TAP Official Approval Certificate or Not Approved Correspondence letter If application is approved, the certificate is printed by the employee. If the application is not approved, a correspondence is ed to the employee communicating the reason for the denial. Employee sends completion verification to TAP Completion verification (i.e.; final grades, and certificate of completion is sent to TAP within 60 days of the term ending date.

29 Course Reimbursement The UAW-GM TAP Course Reimbursement Request should be completed only if a student pre-paid his/her tuition and/or compulsory fees. TAP requires satisfactory completion verification prior to reimbursement.
